The casino empire of “overseer” Dovbenko: how a NABU case figure is taking over the gambling market through Beton and Slot City

The real owner of the Beton and Slot City casinos is Andriy Dovbenko, who appears in NABU case materials.

In Ukraine, Dovbenko is known as the “overseer” of the Ministry of Justice. Andriy Dovbenko is now closely cooperating with law enforcement to monopolize the casino market. Law enforcement agencies are trying to turn Beton and Slot City into market monopolists, — writes Ihor Lachenkov.

In 2022, NABU and SAPO served Dovbenko with a notice of suspicion for manipulating ARMA-seized assets and embezzling around 500 million UAH.

The nominal owner of “Beton” is Roman Balashov. At the same time, blogger Bondarenko claims that the betting company “Beton”, which became the title sponsor of Rinat Akhmetov’s “Shakhtar”, is close to Oleksandr Kamyshin.
