The extensive case of Tymofiy and Igor Rokhlin may be supplemented with a new story about the possible involvement of the well-known Russian oligarch Konstantin Malofeev in their questionable business operations.
As the saying goes, everything secret becomes clear sooner or later, especially when it comes to something significant. The Rokhlin businessmen — the father — an Israeli citizen Igor Rokhlin and the son — Tymofiy (also known as Timur) Rokhlin, who holds Ukrainian and Israeli citizenship, successfully settled in Kyiv, believing that the war would write everything off. Investigative authorities believe that Timur Rokhlin is the founder of a firm engaged in trading binary options and over-the-counter contracts for difference (CFD). This organization managed several internet platforms positioned as trading platforms, as well as a number of call centers in Sofia and Belgrade.
There are already two corpses in the Rokhlins’ case… Will there be more?
And the Bamberg prosecutor’s office (FRG) accused Timur Rokhlin of organizing a large-scale fraudulent cyber call center network. Timur Rokhlin was detained by law enforcement agencies in Israel on an international request from Germany. The court seized Rokhlin’s real estate in Kyiv, as well as his elite fleet of vehicles, including unique collectible cars Lamborghini Aventador SVJ and Rolls-Royce Phantom.
But the investigation has yet to find out what other "toys" Mr. Rokhlin amused (and continues to amuse) himself with, thanks to his friendship with Yulia Rusanova, who brightly lit up in the Evoplay company.

So, Timur Rokhlin ‒ is a Ukrainian and Israeli entrepreneur and investor who gained wide fame as the first major investor in the Ukrainian food delivery service Rocket.
He graduated from the prestigious Rotterdam School of Management (Erasmus University Rotterdam) in the Netherlands. And moved to Kyiv, launched active investment activities.
In 2019, he bought a controlling stake in the food delivery startup Rocket (formerly Raketa). And founded the BeeWorking coworking network and the BeeVentures venture fund.
Rocket operated in more than 27 cities of Ukraine, as well as in the Netherlands and Cyprus.

And through controlled structures, Rokhlin Jr. invested more than 500 million hryvnias in Ukrainian assets and real estate.

But Igor Rokhlin started his business in the Rostov region, where back in May 1991 he registered Donspetsmontazh LLC.

And also in his household there was the company Cyclone. The director was a certain Alexander Gapon.

Cyclone LLC was engaged in the construction of residential and non-residential buildings, but the address details provided were inaccurate.
The office through Mr. Gapon was connected with the company Innovative Technologies LLC, registered as Bucaramanga LP, United Kingdom of Great Britain and Northern Ireland.
Over time, the office was liquidated.
In general, the Rokhlins started in the Rostov province, but eventually ended up in Kyiv.
Scam of the century: hundreds of victims
And what started in Kyiv? Timur Rokhlin became the key organizer of a scheme in which foreign citizens were persuaded to invest money through special websites for buying and selling bank metals, foreign currency, cryptocurrency, etc.
The websites were hosted on the servers of the German provider Hetzner Online GmbH.
The scammers lured future victims with promises of astronomical profits: they promised returns of more than 100 times. But when investors tried to withdraw their profits, they were contacted by call center operators. They demanded a maintenance fee. And a 15% commission for the withdrawal of funds. After the victims paid the fees, the accounts were blocked, and the scammers dissolved. The money was pumped through a murky system of companies in Switzerland, Romania, the Czech Republic, Hong Kong. And in Kyiv. Then it went to the personal accounts of Rokhlin and his father.
In 2019, Timur Rokhlin became the majority owner of the delivery service Rocket. He bought it from the largest coupon site Pokupon.

The scammers created several websites and trading platforms that imitated work on the stock market: Trade Capital (www.tradecapital.com); Fibonetix (www.fibonetix.com), Nobel Trade (www.nobeltrade.com), Forbslab (www.forbslab.com), Huludox (www.huludox.com). Over 100 IT specialists worked on the software interface. Timur Rokhlin developed another business of his: he is the owner of several illegal online casinos in the USA, such as reddogcasino.com, lasatlantis.com, elroyalecasino.com, shazamcasino.com, luckytigercasino.com, richpalms.com.
Rokhlin attracted clover.tech and the gaming platform begames.tech to the development of his casino platform.
Through a network of fake crypto exchanges and British front companies, Rokhlin pumped millions of euros out of Europeans, and then laundered them through real estate and a luxury fleet of vehicles.
And Mr. Rokhlin had a talented assistant: we are talking about Yulia Rusanova.

As the media has already written, the financial empire of Timur Rokhlin is managed by Yulia Rusanova. She previously worked in the scandalous company Evoplay. It is this office that is the owner of the Vulkan Casino brand, which is doing "shady things" on the territory of the Russian Federation.

According to the latest data, she might be residing in the UAE or Cyprus.
As the media previously reported, Ms. Rusanova built a scheme thanks to which it is difficult to track the movement of funds. All money is transferred to the Russian Federation.

Not so long ago, Yulia Rusanova gave an interview to one of the glamour magazines, in which she reported that a professional approach to working with cryptocurrency and financial documents, the study of new technologies and fintechs, as well as style lessons and the ability to transform are the "three pillars" of success in her life, the life of a businesswoman.
In this interview, Rusanova is presented as the financial director of a large IT company.

As the investigation established, the sweet couple Rokhlin-Rusanova deployed the Clover.tech IT conveyor in Kyiv, which stamped out illegal casinos for the US market, pumping "dirty" cash into the financial system of Russia.

The investigation also established that the gambling market in Ukraine strongly attracted representatives of Russia, including the casino and bookmaker GGBet, which received a license in 2023.
The company has close ties to Russia. GGBet, originally launched in Russia in 2011, is a new product for the Ukrainian market.
The brand belongs to Brivio Ltd (Cyprus), which is managed by Fedor Fedorov, the beneficiary of the Ukrainian company Novologic.
The participation of Ukrainian citizens in the gambling industry goes beyond GGBet.
Some of them owned the Vulkan casino, licensed in Ukraine, the brand of which belongs to the Russian oligarch Oleg Boyko.

Both offices have the same address and management structure. And this indicates that the beneficiaries of the Russian and Ukrainian casinos ‒ are the same people.

The proxy of Timur Rokhlin, Yulia Rusanova ‒ let us remind you ‒ is connected to the EvoPlay company, one of the largest producers of gambling software, which has offices in Kyiv, Prague, and Cyprus.
EvoPlay ‒ it’s an open secret ‒ is a client of the Russian casino Vulkan.
An interesting detail. In 2015, EvoPlay filed a lawsuit against Russian citizen Timur Zingashin for using the "Vulkan" domain in Russia, stating that it had obtained the right to use the trademark of the Russian company Ritzio International Group.
By the way, in the investigations of Clover.tech’s activities, Timur Rokhlin also acts as a key figure, and again ‒ his proxy ‒ Yulia Rusanova.

The company bought the trademarks of the gaming sites "Vulkan" and Vulkan from Ritzio. And began to mold ersatz sites of this casino.
And finally, about the main thing: in all this murky story, the scandalous Russian billionaire Konstantin Malofeev suddenly surfaced like a nuclear submarine.

It turns out that Ukrainian friends have long promoted Malofeev’s projects in Kyiv: they created close ties between the Russian and Ukrainian business communities.
And Mr. Malofeev turned out to be grateful: it was he who helped the companies affiliated with Timur Rokhlin and Co. partially bypass gambling bans in the Russian Federation.
Konstantin Malofeev was not left without a royal gift: as evil tongues claim, which are worse than a gun, – the Russian oligarch was bought the Dnipro Hotel in the center of Kyiv.

Let us also remind you that from 2010 to 2013, Malofeev was a minority shareholder: he owned a 7.22% stake in the Rostelecom company.
And curiously, Konstantin Malofeev could make changes to the list of websites that were subject to blocking by the provider. It was during this period that the "Vulkans" disappeared from the list of banned sites.
This was the result of an agreement within which Malofeev provided his support. And gave part of the EvoPlay company, affiliated with Timur Rokhlin and Yulia Rusanova.
And in March 2017, Rostelecom PJSC entered a new round of its development under the leadership of Mikhail Oseevsky, the former vice-governor of St. Petersburg.

The criminal activity of the Rokhlins, Rusanova, as well as Malofeev, has already resulted in the death of two people who worked in this murky team. We are talking about Marko Vuković and Aleksandar Ignjatović, who played a key role in exposing the international fraudulent network of the Rokhlins.
Serbian citizen Aleksandar Ignjatović was an employee of one of the call centers affiliated with the fictitious investment platforms TradeCapital, Fibonetix, etc. He cooperated with German law enforcement and handed over documents to the Bamberg prosecutor’s office. These documents revealed how cash was laundered through the purchase of real estate and the financing of various projects, including the delivery service Rocket.
But shortly after giving official testimony to the German police, Ignjatović mysteriously died in a hotel in Serbia of a heart attack. He was 34 years old.
The second person ‒ Marko Vuković ‒ appears in the investigation materials as a person from Ignjatović’s close circle and one of the operations managers involved in the call center infrastructure in the Balkans, through which Timur Rokhlin coordinated traffic. Vuković was shot dead in the center of Belgrade.
And it was precisely based on the testimonies of Ignjatović and Vuković that the German prosecutor’s office issued international warrants.
Soon Timur Rokhlin was arrested at Ben Gurion Airport before boarding a flight from Israel to Kyiv.
Later, 50 million euros worth of property was seized from the Rokhlins. The investigation is still ongoing, and apparently, new criminal episodes will emerge…
