🔈 The mother of the head of the Shevchenkivskyi District Court of Kyiv, 50-year-old Dmytro Maltsev, 79-year-old Lidiya Maltseva, may have obtained a Russian passport in 2023. This is indicated by data from leaks of Russian databases which, according to journalists, are also corroborated by open data from the Russian tax service.

Journalists established that a woman with the same personal details—full name and date of birth—crossed the border into Russia in 2021 and 2023.

At the same time, the judge’s sister, Natalia Maltseva, denied that their mother had obtained a Russian passport. According to her, Lidiya Maltseva is currently in Kyiv. Dmytro Maltsev himself said that his parents previously lived in occupied Donetsk. This year his father died, and after that his mother moved to territory under Ukraine’s control.

Dmytro Maltsev has worked as a judge of the Shevchenkivskyi District Court of Kyiv since 2010. He said he did not discuss the matter with his mother. He did, however, suggest that the Russian passport may have been issued as part of forced passportization in the occupied territories.

The judge lives in a house near Kyiv that is listed in his declaration as an unfinished construction project.

A plot of about 15 sotkas in the village of Markhalivka was purchased in April 2021 by his sister. The purchase agreement, however, was signed on her behalf by the judge’s wife, Olena Maltseva.

Officially, 1,344 million UAH was paid for the land. According to experts interviewed by the journalists, building the house could have cost at least 375 thousand dollars.

Journalists also drew attention to the financial capacity of the judge’s parents. According to registry data, neither his father nor his mother had registered business or entrepreneurial activity in Ukraine. Also, prior to purchasing the land plot in 2021, they had not sold any real estate that could explain the source of funds for the purchase.
