Another regional prosecutor appointed without a competition by Ruslan Kravchenko. Meet Anton Kovalsky, the head of the Khmelnytskyi Regional Prosecutor's Office.

After the scandal involving prosecutors with disabilities, which began precisely in Khmelnytskyi region, there were expectations that the new head of the regional prosecutor's office would be a person with an impeccable reputation.

But, as you understand, those expectations were in vain. Below is our profile on Prosecutor Kovalsky.

As usual, most property is registered to relatives, and his wife is a successful businesswoman.

From 2011, that is, from the moment of purchase, until 2022 year the prosecutor stated that he drove a Volkswagen Polo, which was registered to his brother.

Since 2018 year Kovalsky and his family used an apartment in Vinnytsia with an area of 79 square meters. The apartment, which is registered to his mother, was used by the prosecutor's family immediately after purchase. In other words, it was effectively bought for the needs of the prosecutor's family.

At the same time, there are questions about the source of the mother's funds, who worked in a psychiatric hospital. In 2019 year her non-taxable income amounted to 51 thousand UAH; in 2020 – 72 thousand UAH; in 2021 – 122,5 thousand UAH.

There were no savings for those years, so it is unclear how, with such income, she could have bought the apartment.

Now about the wife, who was born in the Russian Federation. Since 2019 year a new Nissan Qashqai has been registered to her. But different declarations list different prices for this car.

From 2022 to 2025 year Kovalsky indicates that his wife and his two children had temporary protection and the right to reside in Romania.

At the same time, from 2022 to 2024 Kovalska had a work permit, and the children had the right to study in Canada. During this same period Kovalsky listed his wife's Canadian bank account. In 2022 year it held 6 thousand Canadian dollars.

Meanwhile, in declarations for 2022-2025 years Kovalsky declares real estate only on the territory of Ukraine. So where were his wife and children living then?

More questions follow. In March 2023 year Kovalsky's wife Oksana became a sole proprietor. And a rather successful one.

Because in less than a year she received income of 5,2 million UAH. That is, if one believes the declared figures, selling sports nutrition allowed earning over 500 thousand UAH per month.

Considering the nature of the business, doubts arise about such high income for the wife at the start of entrepreneurial activity.

And there is another question: where did the wife and children actually live during this time? In Ukraine, Romania, or Canada?

Now about Kovalsky's deputies. One of his deputies is Maksym Kuterha. According to hromadske.ua's investigation, in 2019 year he failed attestation and was dismissed from the prosecutor's office.

However, in 2020 year he was reinstated through the Administrative Court of Kyiv and won over 300 thousand UAH in compensation. He then obtained a lawyer's certificate while working in a structure with an obvious Tatariv connection.

Just in 2024 year Kuterha and his wife acquired property worth approximately 325 thousand dollars (over 13 million UAH). Kuterha's mother-in-law bought three real estate objects while working as a pharmacy manager.

There is also Kuterha's father-in-law, who was suspected by NABU, fled Ukraine to the Russian Federation and was convicted in absentia for collaboration to 8 years in prison.

We will remain silent about another subordinate — the prosecutor of the Khmelnytskyi Regional Prosecutor's Office Anton Vendel, who was recently dismissed because of an OnlyFans account.

As it turned out, he filmed some of his videos in his office and sent them to court staff.

This is why we demand the return of transparent competitions for the positions of heads of regional prosecutor's offices, so that the practice of handpicking “one's own people” becomes a thing of the past.

Currently the system allows appointing heads of regional prosecutor's offices practically manually and without transparent competitions, which is why people like Kovalsky get these positions.
