Classified declarations: what Deputy Matios is hiding

In the officially classified declaration of the Deputy Chief Military Prosecutor Dmytro Borzykh, neither the expenses for renting the house where he lives nor the wealth of the woman he co-resides with are indicated. The property is worth millions of hryvnias.

Already in April, military prosecutor Anatoliy Matiyose required the National Agency on Civil Service Affairs (NASC) to close its subordinates' electronic declarations from public access.

“In order to protect his employees and their families in some way, the prosecutor requested this resolution, and insisted on urgent application of these measures,” says Oksana Markeieva, head of the legal department at NASC.

Former member of the Public Council at NASC Oleksandra Drik considers Matiyov's and the Agency's decision illegal.

“That this decision was adopted essentially in secret, and we learned about it only post factum, precisely shows that it was done to hide the declarations of specific prosecutors,” says she.

Copies of military prosecutors’ declarations are kept on the Deklaratsii project website. There is also the declaration of Deputy Matiyov Dmytro Borzykh. It states that he rents a house in Lisnyky village near Kyiv with an area of 390 square meters and owns a Toyota Camry valued at 300 thousand hryvnias.

At the same time, the declaration does not list family members and their property. The only mention of relatives is a note that a citizen of another country, Kostyantyn Borzykh, bought property from him in Luhansk (in the deputy’s homeland) for more than 500 thousand hryvnias. As it turned out, Kostyantyn Borzykh is Dmytro Borzykh’s real brother and a citizen of Russia.

However, the filming group of the program “Our Money with Denys Bihus” recorded several times how, after Dmytro Borzykh, a woman drove away from the Lisnyky house in a Range Rover Evoque, whose price on the secondary market is on average about 1,5 million hryvnias.

It turned out that the owner of the car is Darya Olegivna Polyakova. She was previously an assistant to the regional MPs Mykola Zlochyevskyi and Ihor Lysov. Our sources say that she now works in the commercial department of the UNN website. In addition to the car, she also owns an apartment in the Parkove Misto residential complex, with a market value of about 3 million hryvnias.

The program “Our Money” declined to comment on her wealth and her relations with Dmytro Borzykh.

The Deputy Chief Military Prosecutor himself agreed to speak with journalists only on a voice recorder – not on camera. He refused to comment on his relatives and his personal life, including his relationship with Darya Polyakova. Nevertheless, he confirmed that his brother is a citizen of Russia (and noted that he has been living in Germany for 11 years).

Regarding the rent of the house in Lisnyky, Dmytro Borzykh explained:

“I rented a house in Lisnyky, according to the declaration, in 2016 year. Now I rent housing, but I won’t say where. I have the right to do so.”

When asked why he did not indicate housing rent in the declaration, Deputy Matiyose replied that one-time expenses did not exceed 50 subsistence minimums — that is, 80 thousand hryvnias.

However, realtor Yevhen Ostrovskyi, who in the summer 2016 showed this house to his clients, said that the rent at that time was 3,5 thousand dollars, i.e., more than 90 thousand hryvnias per month. This does not include maintenance costs for the house and utilities.

At the same time, in Dmytro Borzykh’s declaration, it is indicated that last year his salary was 378 thousand hryvnias, i.e., only 31 thousand hryvnias per month.
