The mother-in-law of Kyiv’s chief cyber officer immediately after his divorce bought multiple properties and began large-scale construction by the sea

The mother-in-law of Kyiv's Head of the Cyber Police Department, Vyacheslav Kuliush, immediately after his divorce from his wife, bought a beauty salon for their daughter and began constructing a mansion in one of the most expensive cottage communities by the sea in Odessa. The land alone under the construction would cost at least 8 million hryvnias, which is disproportionate to the official incomes of the entire family. This is reported in the Bihus.Info investigation.

Vyacheslav Kuliush became the head of the Kyiv Cyber Police at the beginning of 2022 year. Before that he worked in Odessa—together with the current head of the entire Cyber Police, Yuriy Vyhodets.

While examining the declarations of Cyber Police leadership, Bihus.Info journalists noticed Kuliush's declaration looked suspiciously “empty.” Over several years he declared only a small apartment in Odessa, as well as two cars: a BMW 320I in user rights and his wife Nadya Kuliush's Rav4.

In 2024 year the couple officially divorced. Court documents state that the Kuliush family apparently did not live together at all with 2021-year old. However, journalists noted that Nadya Kuliush's new car—a BMW X5—is now parked in the parking lot of a business-class residential complex “Premium Residence” in the village of Kryzhanivka, near Odessa. The 2023-100-meter dwelling in this complex is owned by the cyberpolice officer's mother.

This fact hints at the divorce being fictitious, so journalists checked the lifestyle of the formally former wife of the police officer. It turned out that almost immediately after the divorce, Vyacheslav's ex-mother-in-law bought a plot in the residential development “Chornomorske Riviera” near Odessa. It is one of the most expensive areas in the region, where a sotka costs on average 500 thousand hryvnias. The woman purchased 16 sotkas, i.e., the plot cost about 8 million hryvnias.

Currently, active construction is underway here—a three-story mansion with panoramic windows and large terraces.

At about the same time, the ex-mother-in-law also bought non-residential property in Odessa, where the ex-wife of the cyberpolice officer now runs a beauty salon.

According to Bihus.Info sources, the family did not have sufficient income for such real estate purchases. In response to Bihus.Info's inquiry, Kuliush himself said that the properties were bought “with funds provided to his mother-in-law under a loan agreement in 2022 year.”

Interestingly, right during the preparation of the journalistic material, the land plot with the unfinished mansion in “Chornomorska Riviera” was transferred from Vyachestye to the company “Bear Services.” The firm is registered in Rivne region and belongs to Vadym Adamsky, the brother of the former head of the Rivne Cyber Police Department, Yuriy Adamsky. The families of Kuliush and Adamsky are closely linked: both wives run cosmetology businesses, took courses in Odessa, and are followed by each other on Instagram. Moreover, it is Anastasia Adamska, the wife of the former Rivne cyberpolice officer, who provides Kuliush with her car, and Nadya Kuliush received salary from a firm connected to the Adamsky family. The cyberpolice officer himself confirmed that he maintains friendly relations with Anastasia Adamska.

Given this, as well as the fact that Bihus.Info has previously reported on the wealth and the “divorce” of the Cyber Police Department head Yuriy Vyhodets and on the assets of his deputies, one can suppose that this land and house transfer could be an attempt to hide the real owners before the next material is published.
