Why did Arakhamia visit OPZZh MP Suto Mamoyan?

Despite ten months of war and hundreds of thousands of human casualties, those who called this war into Ukraine are doing quite well. This refers to the pro-Russian party OPZZh, which no one has touched.

One of its prominent representatives — People's Deputy of Ukraine Suto Mamoyan — not only continues to vote on the future of our country in Parliament, but also actively participates in shadow activities to secure that future. He set up an office in central Kyiv, in the restaurant “Yishak,” where he meets with members of the country’s political elite.

Among his “guests” are not only colleagues from OPZZh. For example, the head of the presidential faction in the Verkhovna Rada, David Arakhamia, came to meet with him. It’s interesting what a person directly responsible for Russia’s invasion of our country and the person who leads Servant of the People — thanks to whom, recall, Volodymyr Zelensky became Commander-in-Chief — could have discussed?

This is a frame from another investigation conducted by Ukrayinska Pravda journalists, who inquired about the visitors Suto Mamoyan receives at the restaurant.

Arakhamia himself, by the way, confirmed the meeting. But he never explained what he discussed at that table with Suto Mamoyan and the other guests. And among the “Yishak” restaurant’s guests present at the same time as Arakhamia were such interesting people as the former head of KMDA and current Kyiv City Council deputy Oleksandr Popov:

A figure in a criminal case over the misappropriation of 50 million hryvnias from coal mining enterprises, Dmytro Vatsner:

Recently Vatsner and Mamoyan flew to Dubai. Officially — “on business.” And no questions arose at the border — neither for Vatsner nor for Mamoyan. Both are of conscription age. Maybe Arakhamia called the border guards, maybe there were other factors, we don’t know.

Also spotted at the meeting was Andriy Kravets — the so-called steward of ex-president Viktor Yanukovych:

This is the interesting company modest OPZZh MP Suto Mamoyan recently gathered at the restaurant.

And if the presence of colleagues from a pro-Russian party can be explained, for example, by the idea that they secretly sang the Russian anthem there and were nostalgic for Yanukovych’s times, what was Arakhamia doing there? Singing along? Conducting?

But let’s drop the sarcasm. It’s clear that no Russian anthem was sung there. And the meeting was purely business. What it was about — we really don’t know. But it was clearly about something serious, since, in addition to the listed prominent people, law enforcement officers were also present.

The Prosecutor General’s Office was represented by Suto Mamoyan’s brother, the city prosecutor Rustam:

However, he declined the family surname and now goes by Rustam Sutko. Until recently Sutko supervised the activities of the State Bureau of Investigations at the Prosecutor General’s Office.

Judging by the swagger with which Rustam Sutko leaves the restaurant, he was not there on official business. But even while relaxing, the brother of Mamoyan did not forget about the service that is dangerous and difficult — while Ukrayinska Pravda journalists were filming near the restaurant, the police came to them twice and conducted searches and checked documents. How was it — the police with the people?

By the way, the meeting filmed by UP journalists included a character who, at first glance, seems out of context:

This is one of the former leaders of the National Corps party, Serhiy Korotkykh, better known as “Botsman.” Interesting, isn’t it?

And this person who is on the phone is the former leader of Pora, Vladyslav Kaskiv, who had just left “Yishak” and who a few years ago was even declared internationally wanted.

Suto Mamoyan regularly uses the restaurant “Yishak” — he has booked two rooms there: one for business meetings, the other for leisure, which mostly consists of playing cards. While Mamoyan is at the restaurant, almost all the persons listed above regularly show up.

So who is Suto Mamoyan, to whom the head of the Servant of the People faction Arakhamia travels at the snap of a finger, not to mention other, less significant people? He is a little-known OPZZh representative, elected to parliament in 2019 year at number 33.

Suto Choloievich Mamoyan in 2015 year was a deputy of the Poltava Regional Council from the Party of Simple People of Serhiy Kaplin. He lives in the Makariv district of Kyiv region. Secondary education. That is — school and that’s it. But that did not prevent Suto Chalovich from becoming a first-rank civil servant, such as a People’s Deputy. And the lack of higher education, against the backdrop of Mamoyan’s other “feats,” is a true trifle.

Before describing those feats, recall that the deputy’s father — Mamoyan Cholo Ashoyevich — is a businessman, founder of several food companies. The younger brother — Serhiy Mamoyan — was a deputy of the Poltava Regional Council from the Social Democratic Party in the previous convocation. In 2020 year he became a deputy of the Kyiv City Council from OPZZh.

We already mentioned the older brother Rustam — he is a prosecutor. Rustam’s wife, Natalia, was directly connected to Rinat Akhmetov, working in his companies, specifically at LLC “Stadion Shakhtar,” and also “Donbas Arena.” Natalia’s biological father, Volodymyr Kovalevskyi, headed the National Agency for preparations for Euro-2012.

The current People’s Deputy Mamoyan Suto is a man of the people — in 2007 year he was detained by the militia for forcibly putting a Dynamo FC instructor into his Mercedes with an accomplice, beating him and demanding one thousand dollars. The case under the articles “Extortion,” “Robbery” and “Document Seizure” hung in investigation and courts until 2013 year, when it suddenly “turned out” that the friends had not beaten anyone but had defended a stranger girl whom a bad person from Dynamo had sold an old mobile phone to as if it were new. And a relative in the Prosecutor General’s Office only helped establish the “real” circumstances of the case.

In addition, in 2009 year another criminal case was opened against Suto Mamoyan — for an accident in which a person died. According to the case materials, on 21 August 2008 year, moving along the highway at a speed of 139 km/h, Suto Mamoyan collided with a minibus, as a result of which the minibus driver died from the injuries sustained. But here too the court showed leniency — the person recognized as guilty of the accident, Mamoyan, received a measure of punishment not involving imprisonment. He received a two-year probationary period.

None of this prevented the OPZZh congress from including Mamoyan Suto on its electoral list, and voters gave that list so many votes that Mamoyan Choloievich received a parliamentary mandate.

And as a deputy he filed a declaration stating that he bought two Land Cruisers at the price of shabby Tavrias — each cost him 20 000 (twenty thousand) hryvnias. That is — 800 dollars. The Mercedes somehow cost much more — 3 900 000 hryvnias.

In addition, on 27 June 2019 year Suto Mamoyan became the owner of two apartments in the capital in the Zarichny residential complex on the Dnipro bank with areas of 124,7 and 125,1 square meters. Which, according to the declaration, he bought for 500 000 hryvnias each. Although the market price (and that is also not a secret) for such objects is 1 200 dollars per square meter.

The blatant, even brazen lie in the declaration was the basis for NABU to open a pre-trial investigation against Mamoyan in July 2020 year into knowingly submitting false data to a declaration. But, of course, nothing came of it.

And so it’s not surprising that Mamoyan was among those deputies who appealed to the Constitutional Court to recognize criminal liability for lying in declarations as unconstitutional.

There is another interesting story related to Mamoyan Suto’s cars — it was on one of them in June 2020 year that a person who pursued former Health Minister Ulana Suprun was traveling.

Mamoyan’s vehicle fleet doesn’t end there — last year he bought a Rolls-Royce for half a million dollars.

Suto Choloievich also made a mark on the capital’s nightlife. During the quarantine, when ordinary mortals were being caught by the police on beaches and ruthlessly fined for not wearing masks in the forest, Mamoyan partied with his colleagues in the company of cheerful women and the “thief-in-law” Nodar Rustavsky (Nodar Asoyan) at the Queen club.

According to media reports, Suto Mamoyan ensures Nodar Rustavsky’s peaceful life. The deputy allegedly pays 500 thousand dollars a month to the highest leadership of the Interior Ministry so that law enforcement officers do not notice the well-known thief-in-law on Ukrainian territory.

During the war Suto Mamoyan, as you can see, also does not deny himself anything. Law enforcement shows no interest in him either. Life has turned out quite successful. And if someone shows interest in his night office, the police immediately come to that person — not to Suto Mamoyan, but to the one who showed that interest.
