Chornovol: Danyliuk decided to lose documents about buying a house and a car
“And why do we need tanks?” — honestly said Ukrainian Finance Minister Oleksandr Danyliuk when in 2016 year defense plants stopped due to a lack of funding. How could he say that? It turned out these were words of Levochekin's “product.”
To explain: then in 2016 year defense plants were left completely without funding and could not even repair armored vehicles that the front urgently needed.
This happened because Verkhovna Rada did not vote for the “special confiscation” of Yanukovych’s assets, and defense funding in the budget was allocated from a special fund where confiscated assets go.
In the middle of 2016 year, when the plants simply stopped, our National Security and Defense Committee began to oversee the introduction of a system of bank credit financing for factories. Bank credit is a civilized, effective approach, unlike direct budget financing — a relic of the Stone Age.
And then we were very surprised that in this matter we suddenly encountered opposition from the finance minister — a European integrationist, reformer, darling of Western embassies.
Six months!!! the minister blocked the adoption of the relevant Cabinet of Ministers resolution in every possible way. When he finally allowed it, the next 2017 year began and the plants already had traditional budget financing.
So the maximum evil, in the interests of the state of the aggressor, that Danyliuk could do, he did — the entire 2016 year in Ukraine the operation of defense industry was paralyzed.
When my colleague, MP Ivan Vinnyk, directly asked Danyliuk at the time whether he realized his responsibility: what is the “minus,” for example, a hundred tanks?
“And why do you need tanks? I don’t need tanks,” Danyliuk stated.
In my view, for a statesman such words are blasphemy, and for a finance minister — normal.
How so?
And then it turned out very simple. It turned out that Oleksandr Danyliuk is Levochekin’s “product.” He came into politics in Levochekin’s team — one of the ideologists of Yanukovych’s regime.
This happened as follows: in
2010 year, at the initiative of Serhiy Liovochkin, President Viktor Yanukovych signed a decree creating a Coordinating Center for the Implementation of Economic Reforms under the Administration of the President (hereinafter — the Coordinating Center), as an advisory body under the President of Ukraine, which was led by Danyliuk and worked there for all three years of Yanukovych’s regime. The main task of the Coordinating Center was to promote the implementation of the provisions of the program of economic reforms in the 2010-2014 years. In particular, the Coordinating Center coordinated the work of the State Investment Agency and the management of national projects of Ukraine within the executive branch, which in 2010-2014 year was led by Vladyslav Kaskiv. And from there the money was siphoned off to Levochekin’s offshore. In other words, Danyliuk worked as a cog in Levochekin’s corruption mechanism.
Therefore, funding for the Coordinating Center in general and Mr. Danyliuk O.O. personally occurred through the International Charitable Foundation “Fund for Economic Reforms in Ukraine,” created by Levochekin, which was replenished at the expense of charitable — in reality, corrupt — injections from Serhiy Liovochkin and other top corrupt figures of the Yanukovych regime.
Just look at the founders of this fund: a regional party deputy from the orbit of S. Kursenko — Anatoliy Denisenko. Also Gennadiy Dmitrovich Chizhov, president of the Ukrainian Chamber of Commerce and Industry, a man from the team of former Prosecutor General V. Pwshonka. In particular, Gennadiy Chizhov at one time became president of the Donetsk Chamber of Commerce under rather strange circumstances — Pwshonka’s wife Olga “handed” him the presidency of the CCI, and herself became his deputy. Another founder, Butko Volodymyr Ivovych, for more than 10 years was an assistant to Member of Parliament Andriy Kluyev.
Officially, from this fund for the entire 2013 year the income was received by the business partner of Danyliuk, now his deputy Yuriy Butsa. This is official information in the State Fiscal Service database.
Danyliuk also received payment from his patron Liovochekin by other means.
Now a criminal case is being investigated regarding non-payment of taxes from these funds, and in general regarding illegal income of Danyliuk. Again, this concerns exactly the unofficial salary that Danyliuk received from his patron — Serhiy Liovochekin.
Of course, this salary significantly exceeded official income, and now Danyliuk has a big problem showing where his assets came from.
And I have information that the finance minister, to buy time, “lost” documents regarding the purchase of a house, car, founding offshore companies, etc.
A funny situation: the finance minister shows either that he cannot manage his personal finances, or that he is “non-transparent.” Moreover, the minister is the Western darling.
And in reality nothing funny, but everything is very sad.
The bitter truth is that Danyliuk is the Western elites’ favorite not because he is a reformer, anti-corruption fighter, a new blood, etc. They know well that he is from Levochekin. Again, the current situation shows that he cannot confirm his income and expenses — the most important criterion in the West regarding the integrity of officials.
Unfortunately, he is the favorite exactly because he is a Levochekin person with the Levochekinites’ mentality.
And tragically, the concept of “Levochekins” is sinking deeper into the stance of Western elites toward Ukraine. Namely: forgetting the fact of Russia’s aggression against Ukraine and reducing everything to an internal conflict.
For example, Ukrainians have long hoped that American Democrats are our salvation, and I recently came across Hillary Clinton’s book, where she explains Russian aggression in Crimea as a restoration of historical justice, that Russians returned Crimea which was taken from them by Khrushchev.
I note that Western countries have not helped us in our military resistance since the start of Russia’s aggression. The EU countries and the United States did not only block us from selling any weapons, but even any spare parts for our own production.
The West is not comfortable with sanctions, not comfortable with confrontation with Russia; they aim to flip the page, and the easiest way is to forget about the aggression.
And here they need politicians — “Levochekins” in Ukraine, these bridges between the West and Russia, who acknowledge aggression as only an internal conflict. They will say to the whole world: we do not need tanks, we need your help to conduct elections in Donbas, humanitarian demining, civilian control over the Ministry of Defense.
Sounds appealing. Who doesn’t want peace? But I remind you that a similar concept of Ukrainian elites and the West at the beginning of the last century ended with Ukrainians eating their own children.
