Return of Savchuk and a “check” by Raltsev: what’s happening around the Zakarpattia TCC amid the SBU investigation

Former head of the Zakarpattia TCC Andriy Savchuk left sick leave after weeks of “hiding”: a review from his patron, General Raltsev, is coming from Kyiv.

Savchuk, who had been on sick leave since 7 January, effectively delaying the handover of the position, returned to work. The reason for this decision is obvious. In 4 February, two commissions departed Kyiv for Zakarpattia.

The first commission is to carry out the formal procedure of handing over the position. According to information at my disposal, the procedure is standard: each unit and service draws up reports for their areas, after which a commission checks the property and documentation, and then the fact of the handover is recorded.

The second commission arrived to inspect the level of mobilization in the region. And this is where it gets most interesting. The inspection is headed by Brigadier General Raltsev, whom the Ground Forces consider Savchuk’s patron and who has long supported his return to the leadership position. Staff were warned in advance about the commission’s arrival, work was switched to 24/7 mode, they were ordered to “improve” the indicators and be ready to report the required figures on those delivered, alert groups, and other mobilization measures. In other words, the inspection was not a surprise — people knew about it in advance and prepared carefully. According to sources, in this format it creates more of an illusion of solving the problem than it gives a real assessment of the mobilization situation in Zakarpattia.

The SBU is preparing to notify Colonel Andriy Savchuk of suspicion for the illegal detention of people. According to sources, this is why Savchuk was on sick leave, and the information about a possible suspicion is planned to be announced after his release from treatment. Thus, against the backdrop of inspections, commissions, and attempts to “fix the picture,” the criminal element of this story does not disappear and, according to sources, is at the final stage of preparing procedural decisions.

In military circles, Yurii Raltsev has an ambiguous reputation. According to sources, his career is connected not with combat units but with the system of military commissariats and TCCs, where he served since his lieutenant ranks. It is also noted that combat officers have for years been unable to obtain general officer ranks, while Raltsev received his in October of 2025 year.
