In Koncha-Zaspa, houses were built on the grounds of a children’s camp, whose owners include Heletey and other officials.

In Koncha-Zaspa, on the site of a children’s camp, 50 houses were built under the guise of reconstruction, and the owners turned out to be a former defense minister, a judge of the High Commercial Court, a member of parliament, and other similar figures.

According to the documents, the houses were registered as a children’s health complex, journalists from the Our Money project write.

15 years ago there was a children’s camp of the Kyivguma plant on this site. Later it was bought by Kyivguma JSC under the leadership of Serhiy Shevchenko. “I don’t remember for how much (they sold it – ed.), but it was in 2001,” he said. More than 9 hectares of recreational land under the camp were municipally owned, so in 2003 Kyivguma JSC registered the land for lease “for servicing a children’s health camp.”

Soon the owner wanted to turn the camp into a “family-type children’s health complex.” According to Serhiy Shevchenko, the pioneer camp of the Chervonyi Humovyk plant had not been operated for 10 years, he bought it — and developed a reconstruction project.

In 2004 the project received a positive state expert opinion, and in 2008 the State Architectural and Construction Inspectorate issued a permit for construction works. The result was 50 private houses. The so-called “French Town” turned out to be twice as large as the plot leased by Kyivguma, because the fence now also encloses an adjacent 8 hectares of forest belonging to the Koncha-Zaspa forestry enterprise.

Shevchenko himself sees no violations on his part. According to him, everything was built in accordance with the approved project and, he insists, none of the buildings is a “residential house.”

Despite Shevchenko’s claims, it turned out that one of the houses belongs to the former defense minister and now head of the State Guard Department, Valeriy Heletey. His house is one of the first at the entrance to the complex. Heletey confirmed ownership of this house through a court claim in 2012, when he was not serving in public office but was vice president of Avant-Bank. Journalists from the program were unable to obtain a comment from Heletey.

Another house with a private lake was recorded under a deed of gift in October 2013 to Darya Chernovska, the daughter of former Kyiv prosecutor Anatoliy Melnyk. He served his whole life in the prosecutor’s offices. He was deputy to Viktor Pshonka in the GPU in 2011, headed the city prosecutor’s office for a year, and from the end of 2012 to 2014 he headed the Luhansk regional prosecutor’s office. After Viktor Yanukovych fled, Melnyk resigned of his own accord.

A house of 360 sq m is owned by Nelya Trunova, the wife of the former deputy of Anatoliy Melnyk in the city prosecutor’s office, later the Dnipro environmental prosecutor and the prosecutor of Odesa region.

In addition, according to Our Money, a house of 593 sq m belongs to High Commercial Court judge Iryna Kondratova, whose father Dmytro Prytyka headed the same court for 15 years. Kondratova explained that she bought the house with funds from selling a share in a business she owned before becoming a judge. She says she supposedly did not know this was a children’s health complex.

Member of Parliament Serhiy Labaziuk (People’s Will) plans to settle in the house of 650 sq m. He acquired the estate in 2014, indicating in his declaration the purchase of a residential house for 2,3 million UAH.

And the house of businessman Arsen Demchenko was recently seized in connection with a criminal case related to Ukrtransgaz public procurements in 2009.

In addition, the following people have property in the so-called “French Town”:

- Halyna Farynyk (550 sq m), wife of the former head of the Main Investigation Department of the Ministry of Internal Affairs, Vasyl Farynyk.

- Olena Sheludchenko and Olha Troyan (two houses of 580 sq m each), the wife and daughter of former Naftogaz CEO Volodymyr Sheludchenko.

- Oleh Rafalskyi (530 sq m), son of Oleh Rafalskyi, former deputy head of the Presidential Administration of Serhiy Lyovochkin.

- Natalya Zaporozhan (580 sq m), wife of the rector of Odesa Medical Academy, Valeriy Zaporozhan.
