In TURBO mode, Milovanov selects leaders for the State Service of Ukraine on Food Safety and Consumer Protection

Open sources show that the Minister of the Ministry of Economic Development and Trade in February this year named the winner of the competition for the position of First Deputy Head of the State Service of Ukraine on Food Safety and Consumer Protection, Vladyslava Khizhniak.

In the summer of 2012 year, in the Kharkiv court, following a lawsuit by four banks to which the AIC Group owed more than 1,77 billion hryvnias. The bankers considered it necessary to publicly announce the suit because the group’s indebtedness at that time was the largest and the companies were evading payment. Nevertheless, the group continued operations, and in 2013 year companies of the group won more than 250 public tenders to procure vehicles for a total of 336 million hryvnias. On 16 October 2013 year, criminal proceedings No. 12013110000001043 were opened regarding the AIC group’s fraudulent appropriation of a creditor’s funds.

During Viktor Yanukovych’s presidency, Vladyslava Khizhniak was appointed in April 2010 year by Mykola Azarov to the post of First Deputy Head of the State Committee of Ukraine on Technical Regulation and Consumer Policy, and was dismissed from that position by Decree of President Viktor Yanukovych on 6 July 2011 year.

Considering this, Vladyslava Khizhniak does not have the right to hold civil service positions on the basis of the Law of Ukraine “On Purification of Government”.

Naming her the winner of the competition and Tymofii Milovanov’s attempt to appoint Vladyslava Khizhniak to a leadership position in a central executive authority in violation of the Law means that the Minister places himself above the Law and publicly demonstrates his true attitude toward the rule of law.
