Favorite frames of Groysman

In the month after the resignation of former Prime Minister Arseniy Yatsenyuk from the Secretariat of the Cabinet of Ministers, nearly thirty employees were dismissed and nearly forty were appointed. The new prime minister, Volodymyr Groysman, did not undertake repairs in the offices of his predecessor, which he currently uses for work and rest. Only for 432 hryvnias did he change the plaque on the door.

“No corruption!” examined which of his own people Volodymyr Groysman could not do without, taking them with him to the government.

As already reported by “No corruption!”, Arseniy Yatsenyuk submitted his resignation 10 in April. “I have decided to resign from the position of Prime Minister of Ukraine. 12 in April the submission will be submitted to the Verkhovna Rada. The political crisis in the state is artificially resolved. The desire to change one person blinded politicians and paralyzed their will for real changes. The process of changing the government has turned into a mindless race in place,” Yatsenyuk explained on his Facebook page.

14 in May the parliament dismissed A. Yatsenyuk, appointing Volodymyr Groysman in his place. 257 Members of parliament voted “for” the appointment, and President Petro Poroshenko presented the newly minted prime minister with a large bouquet of roses, after which he vowed to dedicate flowers to men in principle.

In response to “No corruption!” the Secretariat of the Cabinet of Ministers of Ukraine reported that the new head of government Volodymyr Groysman did not carry out any renovations in the premises he uses for his work. The Economic and Financial Department of the Secretariat of the CMU only replaced the plaque on the door of his working cabinet for 432 hryvnias (including VAT).

For the period from 10 in April to 10 in May 2016 year, from the Secretariat of the Cabinet of Ministers were dismissed 28 employees, including by agreement of the parties – 0, voluntary departure – 2, for other reasons – 26 employees.

During the same period, 39 employees were appointed to positions in the Secretariat of the Cabinet of Ministers.

Thus Groysman took with him to work in the government press secretary Dmitro Stoliarchuk. Now Stolyarchuk is the director of the Department of Information and Public Communications of the Secretariat of the CMU. Also Yuri Subko, who during Groysman’s tenure as speaker was his advisor.

In addition, the head of the apparatus of the Prime Minister Volodymyr Groysman was appointed Yuri Bodenchuk, who was an adviser to Groysman’s speaker.

Also currently employed at the Secretariat of the Cabinet of Ministers is Stanislav Bazalyev, who back in 2015 year worked as a prosecutor of the Bar district prosecutor’s office in Vinnytsia region. In 2010 year Bazalyev ran for deputy of the Bar district council in electoral district No. 3 from the political party “Unified Center.”

Olha Matyagina, who was a consultant to the Secretariat of the deputy faction of the Petro Poroshenko Bloc, also works with Groysman in the government building on Hrushevskoho. It is worth noting that Matyagina was probably highly valued in parliament, as she, as a consultant, was included in the official delegation that visited Ukraine Week in Brussels – a joint conference with the European Parliament on reforming Ukraine’s legislative body, which ran from 28 February to 3 March 2016 year.

Also currently working in the CMU Secretariat are Marina Dovhany and Konstantin Marievich, who during Groysman’s tenure as mayor of Vinnytsia worked as a chief specialist in the support and clerical department of the organizational support and clerical office of Vinnytsia City Council and its executive committee, and also Kostyantyn Marevych, who in 2010 year was still a lawyer at Vinnytsia Municipal Communal Enterprise “Housing and Exploitation Office No. 14,” and already in 2015 was deputy director of the Department of Life Support and Housing Policy—head of the department of normative-methodical support of the Ministry for Regional Development.

One of Groysman’s new ministers is his fellow countryman Volodymyr Kistion. Now he is Deputy Prime Minister; previously he was Groysman’s deputy as Minister of Regional Development and Construction, before that the mayor of Vinnytsia, and even earlier the head of Vinnytsia Vodokanal. “No corruption!” has already written about “Life in Vinnytsia style. What Groysman has done in the first month and a half in office:

– Named three main tasks for his government: stabilize the situation, ensure restoration of economic growth, and ensure social justice.

– Raised gas tariffs. The cabinet adopted Resolution No. 758, according to which from 1 May 2016 year Naftogaz Ukrainy is obliged to sell natural gas to the population at a single price – 6 879 hryvnias per 1 thousand cubic meters (including VAT, transport costs and other expenses) and canceled the so-called “social norm” in the volume 1 200 cubic meters for the heating season at a price of 3 600 hryvnias per thousand cubic meters, which was in effect during the heating season 2015/2016 years.

– Announced deregulation of the medicines market, thus their price reduction. In particular, the government adopted a decision to simplify access to the Ukrainian market for medical preparations registered and sold on markets of the European Union, the United States, Canada, Switzerland, Japan and Australia.

– Introduced a “hot line” for entrepreneurs, by calling which one can file complaints about abuses or corruption by state authorities, as well as proposals for government measures to improve business conditions.

– Stated the modernization of Ukrainian customs, creation of a single window, fight against so-called “tax white coats” and creation of the so-called “Black Hundred” that will combat smuggling.

– Announced the abolition of taxation on “high” pensions. The draft Law “On Amendments to the Tax Code of Ukraine regarding exemption from taxation of pensions,” initiated by V. Groysman, is prepared for the second reading.

– Acknowledged the critical state of Ukrainian roads and stated that there is no money for major repairs. Earlier Yatsenyuk government approved allocations from the budget for repairs of domestic roads 6,5 billion UAH this year.
