I wouldn’t put it that way. When I joined the government in 2014, we happened to be in the middle of the budget process: we sat on Saturdays and Sundays until midnight, until one in the morning. When a person gets into the work, such a rhythm is normal.

Hroisman wants to quickly get into the current activities of each ministry, work out strategic common tasks for each area with the team. We promised to do this when we approved the government’s action program. All of this must be ready by the end of May. So I welcome the intensity of work of the new prime minister.

I don’t need to particularly delve into social policy. We have a fairly constructive dialogue with the new minister (Andriy Reva, — Glavcom). We worked with him on the same problems for the last year and a half; we know each other well. We don’t need time to “get used” to each other.

Undoubtedly, the health care system is one of the most difficult topics. The situation is complicated by the absence of a minister. Meetings with the deputies showed that despite their fairly high level, there is a lack of shared understanding and a clear reform plan. Therefore I call on the Verkhovna Rada to promptly resolve the appointment of a new minister of health at the next plenary week.

I was involved in the negotiation process at some stages of forming the government. The candidate for minister of health had actually been agreed upon. I won’t name the surname — that wouldn’t be proper, although it was repeatedly mentioned in the media. Chronologically it was like this: as of Tuesday evening the candidate existed, but on Wednesday, at the coalition meeting where the personal composition of the Cabinet was determined, there was no candidate. Because that person, weighing the pros and cons, decided to remain a doctor. This person’s refusal of the post was a surprise to everyone: the government, the coalition, and even the president. Looking for a new candidate overnight from Wednesday to Thursday would have been wrong. Appointing just anyone to this post would have been irresponsible. So, so as not to delay the formation of the entire government, the decision was made to vote on the Cabinet’s composition without a minister of health.

What candidates are being discussed for this post now?

As of today there is no formal submission to the Verkhovna Rada of a candidate for minister of health either from the coalition or from the prime minister. I can confirm that the candidacy of Andriy Verba, who heads the military medical department of the Ministry of Defense, was discussed. I personally had several meetings with him. He is a professional in his field. But officially that candidacy has not been submitted to the Verkhovna Rada. How do you see your work in the government? After all, in your vice prime ministerial “portfolio” you oversee three very different ministries.

Regarding the Ministry of Social Policy and the Ministry of Health, the situation is clear. As for the Ministry of Culture, there is an experienced minister whom I know well, and we are building normal relations.

I will have the same approach to all ministers who will work under my supervision. In me they will have support, a reliable shoulder. The main task of a vice prime minister is to ensure coordination of the activities of these ministries in terms of agreeing directions of reforms and certain disputed positions. Undoubtedly, ministers are responsible for the direct activities of their ministries. I understand and accept that. But when questions and differing positions arise during the process of work and implementing reforms, the vice prime minister steps in.

I myself was a minister, and back then I lacked the help of vice prime ministers to resolve issues that constantly arose with the Ministry of Finance, the Ministry of Economy, the Ministry of Justice, the State Migration Service, and so on. The government had only two vice prime ministers — Hennadiy Zubko and Vyacheslav Kyrylenko. Look, our first vice prime minister is the minister of economy (Stepan Kubiv, — Glavcom). A vice prime minister is the minister of regional development (Hennadiy Zubko, — Glavcom). A vice prime minister for European integration (Ivanna Klympush-Tsintsadze, — Glavcom). To carry out intersectoral coordination, there aren’t that many people left — three vice prime ministers: Kistion, Kyrylenko, Rozenko. Whether that’s many or few is a philosophical question. The real question is: will this government be effective as a whole? If the government is effective, everyone will say the six vice prime ministers justified themselves; if it is ineffective, they will say they did not. I fully support Volodymyr Hroisman, who before his appointment said he does not intend to work in a government of losers. Don’t distort this function like that. In all countries with governments there are posts of vice prime ministers — from 2-3 to 11-12. That’s normal. And in my position as vice prime minister I guarantee that I will be effective...

“Sometimes Even Papers Flew Over Heads”

How did the Ministry of Culture come to you? Initially the cultural portfolio was supposed to go to Vyacheslav Kyrylenko, who in Yatsenyuk’s government headed the ministry. Was the reshuffle caused by his obvious conflict with the head of the ministry, Yevhen Nyshchuk?

I wouldn’t say there was a conflict. But when dividing powers it was decided to allocate responsibilities that way. Perhaps that was a way to avoid unnecessary discussions and prevent tension in relationships.

Vyacheslav Kyrylenko’s coordination includes the Ministry of Education, the Ministry of Youth and Sports, and the Ministry of Information Policy. Although I am convinced everyone understands that Kyrylenko, as a person who has long worked in the humanitarian sphere, will still be involved in cultural issues — maybe not formally as a vice prime minister by the distribution of duties in the government, but certainly as a public and political figure.

I am convinced there will be no global conflicts or confrontations in the government.

But confrontations have already begun. We all saw how at the first government meeting Kyrylenko expressed dissatisfaction with Nyshchuk’s staffing initiatives at the Ministry of Culture. Glavcom also has information that Vice Prime Minister Volodymyr Kistion is involved in placing his people in ministries. And ministers are not thrilled with such insistence.

Indeed, there were some tensions at the first government meetings. But what do we have today? Totally calm and constructive work of the entire Cabinet. And ministers publicly and openly expressing their views is a normal democratic process. Believe me, earlier when Cabinet meetings were completely closed (and I’ve attended government meetings under more than one prime minister), even greater passions raged there. Sometimes papers even flew over heads. That doesn’t mean ministers become enemies after such discussions. On the contrary, we start to understand each other better. There can be different viewpoints and approaches; we need to argue and discuss them.

How far can vice prime ministers go in influencing ministers’ staffing policies?

A minister has the full right to form his own team. But I think it’s correct that when agreeing appointments, all candidates should be reviewed by the relevant vice prime ministers, because this is a responsibility we share with each minister. At least we should know the people we work with. After all, we vote to appoint these people at government meetings. There will now be competitions for posts of civil servants in central executive bodies. But there are posts, for example deputy ministers, where competitions are not envisaged, and the team will continue to be formed by the ministers.

What role is assigned to the Strategic Group of Advisors to the Cabinet, headed by Leszek Balcerowicz and Ivan Miklos?

These are people who can advise us, steer us, act as arbiters, and also become active providers in Ukrainian society of the ideas that will be developed in the Cabinet with their help.

That phrase was ripped out of context as a standalone sentence and out of the whole program that lasted almost an hour. I was talking about energy independence. We now have a great chance to finally get off Russia’s gas needle — the country-occupier, the aggressor — on which we’ve been sitting for the last 26 years. Yes, de jure we were independent. But de facto our economy and all of us were dependent on the Russian Federation because of the linkage to their energy carriers, first and foremost gas.

What alternatives? Are you proposing that villagers who finally got gas cut down forests? Because we have problems with coal too.

There are always alternatives. I didn’t say that tomorrow gas will be cut off for everyone. Everyone understands that’s unrealistic. There must be a conscious choice by people and real help from the state. This should be a nationwide ideology that Ukraine builds its future as an independent state. But without a sharp reduction in gas consumption by everyone — both ordinary consumers and enterprises — it will be virtually impossible to move toward this goal. So our fixed idea — for both citizens and authorities — should be a sharp reduction in gas consumption and a full future transition to consumption of domestically produced gas.

The idea of introducing a market price for gas is one step. A person must think: do I need such an expensive energy carrier? We protect the poorest today through the subsidy system. But for people of average means, gas replacement should be a priority.

This must be a joint project of the individual and the state, which must assist them in this.

And stop scaring people with coal and firewood. Yes, there is firewood and coal. But there are pellets, briquettes, wood chips, peat, use of geothermal energy, wind, solar, hydro, and modern technologies that are much cheaper and more efficient than gas. Returning to wood stoves and mass logging are deliberate manipulations by the gas lobby and opponents of Ukraine’s energy independence. On the contrary, we must show people the way and help them with resources so they invest in modern energy-saving technologies.

I’ll give a characteristic example. People who use gas without receiving subsidies use it one and a half times less than those who have subsidies. That’s an indicator. We see that the subsidy system must be improved, and those who received subsidies must be stimulated to save energy. Within the volumes of gas consumed for heating individual houses, there is potential to reduce consumption at least by half by switching to alternative fuels. In addition to all these measures, we need to increase domestic gas production. If we achieve this, then by 2020 Ukraine will be fully energy independent.

Certainly there are isolated cases, I agree. Responsibility for this lies with specific local authorities that poorly conducted informational work. If someone is truly waiting a year for a subsidy — that is not normal. It means only one thing: the person was actually denied the subsidy for some reason, but for some reason they were not informed and were deprived of the opportunity to appeal this decision.

As is known, last heating season subsidies were received by 5,4 million families. After the single gas price was set from 1 May, experts estimate this figure will be about 8 million. So the 35 billion hryvnias budgeted for this will not be enough. Where will you get the funds?

Indeed, we forecast the number of families will grow to 7,5-8 million. But we clearly distinguish two categories of families. The first are those who already received subsidies, these 5,4 million. Starting from 1 May they will receive recalculation automatically. They no longer need to go to social protection offices, write applications, submit certificates, or stand in queues. This is a huge step forward in reforming the social protection system. Therefore we will not have the massive burden on local authorities as we did last year. There remain approximately 2-2,5 million families whom we expect to apply for assistance.

So will there be enough money for everyone?

The budget had planned 35 billion. According to the latest government decisions, amendments to the state budget have already been submitted to the Verkhovna Rada, adding 5,3 billion. That means this year more than 40 billion hryvnias will be allocated for subsidies.

By our calculations, these resources are sufficient to cover needs for 2016 year. But if we lack anything, we will immediately find resources to add.

Will inspections of living conditions be carried out for people who have received or will receive subsidies? Rumor has it that local officials will search for items worth more than 50 thousand hryvnias...

Such inspections are already happening. This is provided for in the subsidy appointment system.

But they don’t visit everyone. They only go to those who applied for additional, above-standard assistance. What does that mean? Subsidies are calculated for a certain housing area and social norms. But people usually live not according to norms but in the households where they have lived for a long time. To calculate a subsidy for the entire housing area, we must understand that this person is really needy. Yes, their apartment or house area exceeds the norms for which we give subsidies, but that person really needs help. Local authorities have the right, by commission decision, to grant a subsidy for a larger housing area in such cases. But they must be convinced that this is truly a poor person, a person with a disability, or a pensioner. That’s why commissions visit.

A second variant also occurs. Our regulations state that a subsidy is not granted to people who in the previous period made purchases totaling more than 50 thousand hryvnias. But, for example, a family had a large three-room apartment and parents and children moved into different apartments. They sell the large apartment and buy a smaller one, possibly moving into worse conditions. But still there’s a purchase for an amount greater than 50 thousand. The subsidy system is flexible in such cases. We don’t follow a blunt principle: well, you bought housing for more than 50 thousand, so you’re not entitled. Local administration commissions investigate: if the family is really poor, they may be granted a subsidy.

So commissions formed by local authorities go, check such cases, and decide on subsidy appointments. That’s a normal situation. Everyone must understand that subsidies are provided only to those who truly need assistance.

Imagine this situation: I bought a camera I need for work for 50 thousand hryvnias and applied for a subsidy. Will such purchases be checked? And how?

You understand yourself that proving such purchases is impossible. Proving that you bought the camera this year and not last year or earlier is impossible. Proving it cost more than 50 thousand is also practically impossible. You can say you bought it at a flea market or secondhand. They will not go through apartments, overturn everything, search and inventory property values. We check purchase information only by data from the State Fiscal Service. And the function of social services is to help people, not to run around peeking through the keyhole.

But every person must be responsible on their side. If you have significant undeclared salary or substantial shadow income, fear God — don’t apply for a subsidy, pay the full cost of services. Let state support go to the truly needy.

How many inspections were conducted last season? And how many service workers were involved?

We don’t set inspection plans, we don’t check and systematize such information. It is not our task to chase people and limit their rights.

“Creation of a Unified Database of ‘Subsidy Recipients’ Will Be Implemented”

Do you see a problem in the absence of a single register of subsidy recipients?

We do not have centralized management in the field of social policy. The Ministry of Social Policy has no “vertical,” no territorial bodies. Subsidies are processed by local authorities — the respective departments of city councils and district state administrations. At the same time we have a mechanism that allows us to perform constant verification of the subsidy system, when databases from the base level are lifted up to the ministry and the information is processed. This is done monthly. Also, historically local authorities have used 4 or 5 different programs to calculate subsidies. Despite this variety, our information systems still “play” with each other. Although the creation of a single database is the right idea and will definitely be implemented.

A certain number of years ago the World Bank already allocated a very large sum of money to create such a system. What was that spent on?

The World Bank project was “successfully completed” back in 2012. “Successfully completed” in the sense that the funds were spent, but the system was not completed.

The main reason previous officials — ministers of the previous criminal regime who worked on this issue — gave in reports was that in 2011-12 the Ministry of Finance did not include in the state budget the expenditures needed to complete the work, in the amount of, if I’m not mistaken, 70 million hryvnias. Those funds from the state should also have been intended for putting the system into operation. Whether that is true or not — appropriate law enforcement agencies must work on this. I know the Security Service and the Prosecutor General’s Office handled this issue and numerous audits were conducted.

But the amounts were not small. It seems the sum was 300 million dollars.

That amount was allocated not only to create the information system. It was a multi-component program. Through that program social protection offices were re-equipped by creating a unified technology for receiving citizens. Funds were invested in technologies to make social service offices accessible for people with disabilities. We had cases where social protection offices were located on the 2-3 floor, which a wheelchair user physically could not reach.

Likewise, the new World Bank project launched in 2014 aims to refine or create a new unified information system for social protection. Of the 200 million dollars allocated to Ukraine by the World Bank, 100 million after meeting certain social reform indicators will go directly to the state budget. And about 40 million will be allocated to improving the old or creating a new information system. The project is at the launch stage. When I was still minister, a technical task for the information system was being written. The new minister is now handling the process. I am convinced this World Bank project will end with the creation of a unified information system that will combine all the registers held by social protection offices, the Pension Fund, and so on.

Does the absence of such a register really allow “active” citizens to receive multiple subsidies on one passport? Have such cases been recorded?

There is no basis to say that. We have an established clear mechanism for checking these payments. Now many talk about verification of social payments carried out by the Ministry of Finance. There was great distrust that we could not track pension payments ourselves or that we were interested in people receiving double or triple payments. We already have the first results of the Ministry of Finance’s verification. After analyzing 13 million pension files, double payments were found — zero; “dead souls” (pension payments to deceased people) were found in about 80 (!!!) cases. I emphasize: 80 cases per 13 million pension files. But even that information was not confirmed. As it turned out after checking such cases, no payments were made — i.e., zero. The Pension Fund also does not have a centralized single register; it has regional ones. But that doesn’t mean we sat and did nothing, closing our eyes to double payments. No — over a year and a half together with the new team of Pension Fund leaders we did colossal work and independently verified social payments and Pension Fund payments. And now, after the Ministry of Finance’s conclusions, I want to look in the eye those “experts” and “analysts” who for the last six months smeared our team with dirt and spun tales about 15-30 billion hryvnias of pension funds supposedly paid to “duplicates” and “dead souls” in Ukraine.

How is the problem being solved when Kyiv monopolists “Kyivenergo” and “Kyivgaz” arbitrarily deprive Kyiv residents of subsidies for their services? These companies sometimes ignore social protection decisions on providing assistance, and people receive bills where zeros are listed instead of the subsidies assigned to them. Meanwhile, these monopolists receive state subventions to compensate for subsidies to their consumers.

These are manipulations carried out not by social protection but by energy companies. It is illegal activity and an attempt to extract more cash from people. We try to respond quickly and promptly to such facts. In general, these are functions of the National Commission for State Regulation of Energy and Utilities, and we forward such facts to them.

Moreover, these are not isolated incidents. For example, there were mass cases when representatives of these companies went door-to-door in houses with individual heating and scared people that their subsidies would be taken away if they didn’t burn the full norm of consumption assigned to them. They were simply mocking people. People believed them, opened windows and doors, and used gas they didn’t actually need. Only after we intervened, when I repeatedly addressed people through the media, saying they should not burn anything and that no one would take away their subsidy, did the situation stabilize.

Я б так не сказав. Коли 2014-го року я прийшов в уряд, ми якраз потрапили на бюджетний процес: сиділи і в суботу, і в неділю, до дванадцятої, до першої ночі. Коли людина входить у справи, такий ритм роботи є нормальним.

Гройсман хоче швидше увійти в поточну діяльність кожного міністерства, опрацювати з командою стратегічні спільні завдання з кожного напрямку. Ми це обіцяли зробити, коли затверджували програму діяльності уряду. Це все має бути готове до кінця травня. Тому я лише вітаю таку інтенсивність роботи нового прем’єра.

«Міністри відповідальні за діяльність своїх відомств»

А ви вже вникнули в ті напрямки, якими вам тепер доводиться опікуватись?

У соціалку мені особливо вникати не потрібно. Маємо досить конструктивний діалог із новим міністром (Андрій Рева, - «Главком»). Ми працювали з ним над одними й тими самими проблемами протягом останніх півтора року, один одного прекрасно знаємо. Час, щоб «притертися», нам не потрібен.

Безумовно, система охорони здоров’я - це одна з найважчих тем. Ситуація ускладнюється відсутністю міністра. Зустрічі із заступниками показали, що попри їхній досить високий рівень, не вистачає спільного розуміння й чіткого плану реформ. Добре, що призначили виконувача обов’язків міністра, але це тимчасове рішення.

Тому я закликаю Верховну Раду на найближчому пленарному тижні оперативно вирішити питання призначення нового міністра охорони здоров’я.

Розкажіть, чому виникла така заминка із призначенням керівника МОЗ.

Я був у переговорному процесі на деяких етапах формування уряду. Кандидатура міністра охорони здоров’я насправді була узгоджена. Не буду називати прізвище, це не коректно, хоча воно неодноразово лунало в ЗМІ. Хронологічно було так: станом на вечір вівторка кандидатура була, а в середу, на засіданні зборів коаліції, коли визначався персональний склад Кабінету міністрів, уже кандидатури не було. Бо ця людина, зваживши всі за і проти, вирішила залишитися лікарем. Відмова цієї людини від посади була несподіванкою для всіх: уряду, коаліції і навіть для президента. Шукати за ніч з середи на четвер нову кандидатуру було б неправильно. Призначати абикого на цю посаду - безвідповідально. Тому, щоб не затягувати процедуру формування усього уряду, було ухвалено рішення - голосувати склад уряду без міністра охорони здоров’я.

Зараз які кандидатури на цю посаду обговорюються?

Станом на сьогодні немає формального подання до Верховної Ради кандидатури міністра охорони здоров’я ані від коаліції, ані від прем’єр-міністра. Я можу підтвердити, що обговорювалася кандидатура Андрія Верби, який є керівником військово-медичного департаменту Міністерства оборони. Я особисто мав із ним кілька зустрічей. Він – професіонал у своїй справі. Але офіційно цю кандидатуру не внесено до ВР. Чи буде внесено - залежить від позиції коаліції і прем’єр-міністра.

Як ви бачите свою роботу в уряді? Адже у вашому віце-прем’єрському «портфелі» кураторство трьох дуже різних відомств.

Щодо Мінсоцу, МОЗу ситуація зрозуміла. Стосовно Міністерства культури. Там є досвідчений міністр, якого я добре знаю, ми вибудовуємо нормальні стосунки.

До всіх міністрів, які працюватимуть під моїм кураторством, у мене будуть однакові підходи. Вони в моїй особі матимуть підтримку, надійне плече. Основне завдання віце-прем’єр-міністра – забезпечити координацію діяльності цих міністерств з точки зору узгодження напрямків реформ та певних спірних позицій. Безумовно, за безпосередню діяльність міністерств відповідають міністри. Я це розумію і приймаю. Але коли в процесі роботи, реалізації реформ виникають питання, різні позиції, підключається віце-прем’єр-міністр.

Я сам був міністром, і мені тоді не вистачало допомоги віце-прем’єр-міністрів для розв’язання питань, які постійно виникали з Міністерством фінансів, Міністерством економіки, Мін’юстом, Державною міграційною службою тощо. В уряді було лише два віце-прем’єри – Геннадій Зубко і В’ячеслав Кириленко. У них своє величезне навантаження: вони були і міністрами, і віце-прем’єрами, і ще моїх проблем не вистачало. Тому я намагався розв’язувати всі свої проблеми самостійно.

Тобто, на вашу думку, шість віце-прем’єрів - це не забагато?

Дивіться, у нас перший віце-прем’єр – міністр економіки (Степан Кубів, – «Главком»). Віце-прем’єр – міністр регіонального будівництва (Геннадій Зубко, - «Главком»). Віце-прем’єр з європейської інтеграції (Іванна Климпуш-Цинцадзе, - «Главком»). Для того щоб здійснювати міжгалузеву координацію, залишилось і не так багато людей - три віце-прем’єри: Кістіон, Кириленко, Розенко. Багато це чи мало - питання філософське. Питання ж в іншому: чи буде ефективним в цілому цей уряд? Якщо уряд буде ефективним, усі скажуть, що шість віце-прем’єрів себе виправдали, буде неефективним - скажуть, що не виправдали. Я повністю підтримую Володимира Гройсмана, який ще перед призначенням сказав, що не збирається працювати в уряді лузерів. І буду робити все, щоб цей уряд був ефективним, і всі українці побачили і відчули реальні зміни на краще.

Є думка, що посада віце-прем’єра є дещо декоративною...

Не треба вже так спотворювати цю функцію. В усіх країнах, де є уряди, є посади віце-прем’єрів - від 2-3 до 11-12. Це нормально. І на своїй посаді віце-прем’єр-міністра гарантую, що буду ефективним...

«Іноді й папери над головами літали»

Як вам дістався Мінкульт? Спочатку профільним віце-прем’єром мав бути В’ячеслав Кириленко, який в уряді Яценюка і очолював міністерство. Причиною перестановок став їхній явний конфлікт з очільником відомства Євгеном Нищуком?

Не хотів би говорити, що є якийсь конфлікт. Але при розподілі повноважень було ухвалено саме таке рішення, такий розподіл обов’язків між віце-прем’єр-міністрами. Можливо, це був спосіб уникнути зайвих дискусій, щоб не виникало напруги у стосунках.

У В’ячеслава Кириленка в координації є Міністерство освіти, Міністерство молоді і спорту і Міністерство інформаційної політики. Хоча я переконаний, усі чудово розуміють, що Кириленко, як людина, яка давно працює в гуманітарній сфері, все одно буде займатися питаннями культури, може, формально не як віце-прем’єр за розподілом обов’язків в уряді, але точно як громадський та політичний діяч.

А якихось глобальних конфліктів чи протистоянь в уряді не буде, я переконаний.

Але протистояння вже почалися. Ми всі бачили, як на першому засіданні уряду Кириленко висловлював невдоволення кадровими ініціативами Нищука в Мінкульті. «Главком» також має інформацію, що розстановкою своїх кадрів у міністерствах займається і віце-прем’єр Володимир Кістіон. І міністри не в захваті від такої наполегливості.

Справді, були певні загострення на перших засіданнях уряду. Але що ми маємо вже сьогодні? Абсолютно спокійну і конструктивну роботу всього складу уряду. А те, що міністри публічно й відкрито висловлюють свою точку зору, є нормальним демократичним процесом. Повірте, раніше, коли у нас були повністю закриті засідання Кабміну (а я був на засіданнях уряду вже не одного прем’єр-міністра), там вирували ще більші пристрасті. Іноді й папери над головами літали. Це зовсім не означає, що після таких дискусій міністри перетворюються на ворогів. Навпаки, ми починаємо краще розуміти один одного. Можуть бути різні точки зору, різні підходи, треба дискутувати, обговорювати їх.

Як далеко віце-прем’єри можуть заходити у впливі на кадрову політику міністрів?

Міністр має повне право формувати свою команду. Але вважаю правильним, щоби при погодженні всі кандидатури проходили через профільних віце-прем’єр-міністрів, бо це відповідальність, частину якої ми розділяємо з кожним міністром. Принаймні, ми повинні знати людей, з якими працюємо. Врешті-решт, ми голосуємо за призначення цих людей на засіданні уряду. Зараз вже будуть конкурси на посади держслужбовців центральних органів виконавчої влади. Але є посади, наприклад, заступників міністра, де не передбачені конкурси, де команду і далі формуватимуть міністри.

Яку роль відведено Стратегічній групі радників при Кабміні, яку очолюють Лешек Бальцерович та Іван Міклош?

Це люди, які зможуть нам щось порадити, кудись спрямувати, виступити арбітрами, а також стати активними провайдерами в українському суспільстві тих ідей, які розроблятимуться за їх допомогою в Кабінеті міністрів.

«Перестаньте людей лякати вугіллям і дровами»

Ваша пропозиція мешканцям сільської місцевості відмовитись від використання природного газу і пошукати альтернативу спровокувала шквал критики.

Ця фраза була вирвана з контексту як окремого речення, так і всієї програми в цілому, яка тривала майже годину. Я говорив про енергетичну незалежність. Ми зараз маємо прекрасний шанс назавжди злізти з газової голки Росії, країни-окупанта, агресора, на якій ми сиділи впродовж останніх 26 років. Так, де-юре ми були незалежними. Але де-факто наша економіка і всі ми були залежні від Російської Федерації через прив’язку до їхніх енергоносіїв, в першу чергу, газу.

Які альтернативи? Ви пропонуєте селянам, які нарешті дочекались газу, вирубувати ліси? Бо з вугіллям у нас теж проблеми.

Альтернатива є завжди. Я ж не сказав, що от все, завтра всім буде перекрито газ. Усі розуміють, що це нереально. Має бути свідомий вибір людини і реальна допомога держави. Це має бути загальнонаціональна ідеологія, що своє майбутнє Україна будує як незалежна держава. Але без різкого скорочення споживання газу всіма - і простими споживачами, і підприємствами - нам буде практично неможливо рухатися до цієї мети. Тому нашою ідеєю фікс - і людей, і влади - має стати різке скорочення споживання газу і повний перехід у майбутньому на споживання газу власного видобутку.

Ідея впровадження ринкової ціни на газ - один із кроків. Людина повинна задуматися: чи потрібен їй такий дорогий енергоносій? Найбідніших ми сьогодні захищаємо через систему субсидій. А от для людей середнього достатку система заміщення газу має бути пріоритетом.

Це має бути спільний проект конкретної людини і держави, яка має їй в цьому допомогти.

І перестаньте людей лякати вугіллям і дровами. Так, є дрова і вугілля. Але є пелети, брикети, щепа, торф, використання енергії землі, вітру, сонця, води, а також сучасні технології, які набагато дешевші й ефективніші за газ. Повернення назад до буржуйок, масова вирубка лісів – свідомі маніпуляції, до яких звели це суперактуальне питання газове лобі та противники енергетичної незалежності України. Навпаки, ми маємо показати людям дорогу і допомогти ресурсом, щоб вони вкладали кошти в сучасні енергоощадні технології.

Наведу характерний приклад. Люди, які використовують газ, не отримуючи субсидій, використовують його в півтора раза менше, ніж ті, хто має субсидію. Це показник. Ми бачимо, що треба вдосконалювати систему субсидій і тих, хто оформили субсидії, стимулювати до енергозбереження. В межах обсягів газу, які споживаються для обігріву індивідуальних будинків, є ресурс до скорочення щонайменше вдвічі шляхом переходу на альтернативні види палива. Плюс до всіх цих заходів потрібно збільшувати видобуток власного газу. Якщо ми досягнемо цього, то вже 2020-го року Україна буде повністю енергонезалежною.

«Не будуть комісії ходити по квартирах і перераховувати вартість майна»

Нещодавно ви говорили про відсутність черг на отримання субсидій і про те, що всі, хто за субсидією звертався, її отримав. Натомість до редакції звертаються читачі, які скаржаться на те, що протягом року не можуть отримати не те,що саму субсидію, а бодай відповідь, чи дадуть її, чи ні.

Безумовно, що є такі поодинокі випадки, згоден. Відповідальність за це лежить на конкретних місцевих органах влади, які неналежним чином поставили інформаційну роботу. Якщо хтось десь дійсно рік чекає субсидії – це не нормально. Це означає лише одне: людині насправді відмовили з якихось причин в оформленні субсидії, але її про це чомусь не повідомили і позбавили можливості оскаржити це рішення.

Як відомо, минулого опалювального сезону субсидії отримували 5,4 мільйона сімей. Після встановлення з 1 травня єдиної ціни на газ ця цифра, за підрахунками експертів, складе близько 8 мільйонів. Отже, закладених у бюджеті на це 35 мільярдів гривень не вистачить. Де братимете кошти?

Справді, ми прогнозуємо, що кількість родин зросте до 7,5-8 мільйонів. Та ми чітко розділяємо дві категорії сімей. Перша – ті, які вже отримали субсидії, оці 5,4 мільйона. Починаючи з 1 травня їм буде зроблено перерахунок в автоматичному режимі. Їм вже не потрібно знову йти до управлінь соцзахисту, писати заяви, подавати довідки, стояти в чергах. Це величезний крок вперед у реформуванні системи соціального захисту населення. Тому ми не матимемо величезного навантаження на органи місцевої влади, як це було торік. Залишається приблизно 2-2,5 мільйони родин, які ми чекаємо для оформлення допомоги.

Так а грошей на всіх вистачить?

У бюджеті було заплановано 35 мільярдів. Та згідно з останніми рішеннями уряду, до Верховної Ради вже внесено зміни до державного бюджету, де додано ще 5,3 мільярда. Тобто цього року на субсидії буде виділено понад 40 мільярдів гривень.

За нашими розрахунками, цього ресурсу достатньо, щоб покрити потреби на 2016 рік. Але якщо нам чогось не буде вистачати, ми одразу знайдемо ресурс, щоб додати.

Чи будуть проводитися перевірки умов проживання людей, які отримали чи ще тільки отримають субсидію? Ходять чутки, що представники органів місцевої влади шукатимуть речі, які коштують більше 50 тисяч гривень…

Так ходять вже й зараз. Це передбачено системою призначення субсидій.

Але ходять же не до всіх підряд. Ходять лише до тих, хто звернувся по додаткову, наднормативну допомогу. Про що мова? Субсидії розраховуються на певну площу житла, на певні соціальні норми. Але ж люди зазвичай живуть не за нормами, а в тих домогосподарствах, де вони мешкають вже давно. Щоб нарахувати субсидію на всю площу житла, ми повинні розуміти, що ця людина дійсно є незабезпеченою. Так, у неї площа квартири чи будинку виходить за ті нормативи, на які ми надаємо субсидію, але тій людині реально потрібна допомога. У місцевих органів влади є право в таких випадках за рішенням комісії нараховувати субсидію на більшу площу житла. Але вони повинні переконатися, що це справді бідна людина, інвалід або пенсіонер. Тому комісії і ходять.

Другий варіант, який також трапляється. У нас записано, що субсидія не надається людям, які в попередній період здійснили покупку на суму понад 50 тисяч гривень. Але, наприклад, родина мала велику трикімнатну квартиру, і от роз’їжджаються батьки з дітьми в різні квартири. Вони замість великої квартири купують меншу, можливо, переїжджають у гірші умови. Але все одно це факт покупки на суму, більшу ніж 50 тисяч. І система субсидій знову гнучка в таких ситуаціях. Ми не йдемо за тупим принципом: ну, ви ж купили житло більше ніж за 50 тисяч, отже, «не положено». Комісії місцевих адміністрацій досліджують: якщо ця родина реально незаможна, їй можуть нарахувати субсидію.

Тобто комісії, що формуються місцевими органами влади, ходять, перевіряють такі випадки і приймають рішення про призначення субсидій. Це нормальна ситуація. Усі мають розуміти, що субсидії надаються лише тим, хто реально потребує допомоги.

Уявімо ситуацію: я купила собі фотоапарат, який мені потрібен для роботи, за 50 тисяч гривень і подалася на субсидію. Чи будуть перевірятися такі покупки? І як саме?

Ви ж самі розумієте, що довести такі покупки неможливо. Те, що ви купили фотоапарат цього року, а не торік чи ще раніше, довести неможливо. Те, що він коштує понад 50 тисяч, теж довести фактично неможливо. Ви можете сказати, що ви купили його на барахолці, з рук тощо. Не будуть ходити по квартирах, усе перевертати догори сподом, вишукувати і перераховувати вартість майна. Ми перевіряємо інформацію про покупки лише за даними Державної фіскальної служби. Та й функція соціальних служб – допомагати людям, а не бігати й підглядати в щілину.

Але зі свого боку кожна людина має бути відповідальною. Якщо ти маєш суттєву нелегальну заробітну плату, достатній тіньовий заробіток, побійся Бога, не звертайся по субсидію, сплачуй повну вартість послуг. Нехай державна підтримка піде справді до знедолених людей.

Скільки за минулий сезон було здійснено перевірок? І скільки для цього було залучено працівників служб?

Ми не висуваємо жодних планів по перевірках, не перевіряємо та не систематизуємо таку інформацію. Для нас не є завданням бігати за людьми і в чомусь обмежувати їхні права.

«Створення єдиної бази даних «субсидіантів» буде реалізовано»

Чи бачите ви проблему в тому, що немає єдиного реєстру «субсидіантів»?

У нас немає централізованого управління в галузі соціальної політики. Тому що у Міністерства соціальної політики немає «вертикалі», немає своїх територіальних органів. Субсидії оформлюють місцеві органи влади - відповідні управління міських рад, районних держадміністрацій. Разом із тим у нас є механізм, який дозволяє нам проводити постійну верифікацію системи субсидій, коли бази даних із базового рівня піднімаються нагору, в міністерство, відбувається обробка інформації. Це робиться в щомісячному режимі. До того ж, історично так склалося, що у нас при нарахуванні субсидій місцевими органами влади використовується 4 чи 5 різних програм. Але, незважаючи на таку різноманітність, усі наші інформаційні системи між собою «грають». Хоча створення єдиної бази даних - ідея правильна і обов’язково буде реалізована.

Певну кількість років тому Світовий банк вже виділяв надвелику суму грошей на створення такої системи. На що вони були витрачені?

Зазначений проект Світового банку був «успішно закінчений» ще 2012 -го року. «Успішно закінчений» тим, що кошти було витрачено, а систему до кінця так і не було створено.

Основною причиною попередні чиновники, міністри попередньої злочинної влади, які займалися цим питанням, називали у звітах те, що у 2011-12 роках Міністерство фінансів не заклало до держбюджету видатки, які мали б завершити цю роботу, у розмірі, якщо не помиляюсь, 70 мільйонів гривень. Ці кошти вже від держави мали бути призначені також для введення в експлуатацію цієї системи. Правда це чи ні – над цим мають працювати відповідні правоохоронні структури. Знаю, цим питанням займалася Служба безпеки, Генпрокуратура, проводилися чисельні ревізії.

Але там же були виділені не копійки. Здається, йшлося про 300 мільйонів доларів.

Ця сума виділялася не лише на створення інформаційної системи. Там була багатокомпонентна програма. За рахунок цієї програми було здійснено переобладнання управлінь соцзахисту шляхом створення єдиної технології прийому громадян. Кошти вкладалися в певні технології, в те, щоб зробити офіси соціальних служб доступними для людей з інвалідністю. У нас були випадки, коли управління соцзахисту знаходились на 2-3 поверсі, куди інвалід на візку фізично заїхати не міг.

Так само багатокомпонентним є новий проект Світового банку, який був запущений 2014-го року, і метою якого є доопрацювання чи створення нової єдиної інформаційної системи соціального захисту населення. Із 200 мільйонів доларів, які виділені Україні Світовим банком, 100 мільйонів після виконання певних показників реформування соціальної сфери піде прямо в державний бюджет. А близько 40 мільйонів якраз будуть виділені на доопрацювання старої чи створення нової інформаційної системи. Проект на стадії запуску. Коли я ще перебував на посаді міністра, писалося технічне завдання для інформаційної системи. Цим процесом уже займається новий міністр. Переконаний, що цей проект Світового банку закінчиться створенням єдиної інформаційної системи, яка буде об’єднувати всі реєстри, що знаходяться в управліннях органів соцзахисту, Пенсійного фонду тощо.

Чи дійсно відсутність такого реєстру дозволяє «активним» громадянам отримувати по кілька субсидій на один паспорт? Фіксувалися такі випадки?

Немає підстав говорити про це. У нас налагоджений чіткий механізм проведення перевірки цих виплат. Зараз багато хто говорить про верифікацію соцвиплат, яку здійснює Мінфін. Була дуже велика недовіра, що ми самі не можемо прослідкувати пенсійні виплати, чи що ми зацікавлені в тому, щоб люди отримували подвійні-потрійні виплати. У нас є вже перші результати перевірки Мінфіну. Після аналізу 13 мільйонів пенсійних справ подвійних виплат виявлено – нуль, «мертвих душ» (виплат пенсій померлим) виявлено аж близько 80 (!!!) випадків. Наголошую: 80 випадків на 13 мільйонів пенсійних справ. Але і ця інформація не підтвердилась. Як виявилося після перевірки таких випадків, там не відбувались виплати. Тобто також – нуль. Пенсійний фонд теж не має централізованого єдиного реєстру, має обласні. Але це не означає, що ми сиділи і нічого не робили, що ми із закритими очима дивилися на подвійні виплати. Ні, за півтора року спільно із новою командою керівників Пенсійного фонду ми зробили колосальну роботу, самостійно провели верифікацію і соціальних виплат, і виплат Пенсійного фонду. І тепер, після висновків Мінфіну дуже хочеться подивитися в очі тим «експертам» та «аналітикам», які останні півроку поливали нашу команду брудом і розповідали казки про 15-30 мільярдів пенсійних коштів, які начебто виплачуються в Україні «двійникам» і «мертвим душам».

Як вирішується проблема, коли столичні монополісти «Київенерго» та «Київгаз» самовільно позбавляють киян субсидій на свої послуги? Ці компанії подекуди ігнорують рішення соціальних служб про призначення допомоги, і люди отримують платіжки, де замість призначених їм субсидій стоять нулі. При цьому ці монополісти отримують субвенції від держави за компенсацію субсидій своїм споживачам.

Це маніпуляції, які здійснюються не соцзахистом, а енергетичними компаніями. Це протиправна діяльність, бажання витягнути з людей побільше живих коштів. Ми намагаємося на такі факти швидко й оперативно реагувати. Узагалі, це функції Національної комісії з регулювання питань енергетики, і ми такі факти передаємо їм.

Більше того, це не поодинокі факти. Наприклад, масовими були факти, коли представники цих компаній ходили по будинках з індивідуальним опаленням і лякали людей тим, що в них заберуть субсидії, якщо вони не випалять всю норму споживання, яку на них нараховано. Вони просто знущалися над людьми. Люди їм вірили, відкривали вікна-двері й використовувати той газ, який насправді їм не був потрібен. Лише після того, як ми в це втрутилися, коли я неодноразово в ЗМІ звертався до людей, говорив, що не треба нічого спалювати, субсидію ніхто не забере, ця ситуація стабілізувалася.
