Однак, у формальній відповіді, наданій Володимиру Парасюку адміністрацією Президента, було зазначено, що (цит.) «відповідно до законодавства позбавлення державних нагород України може бути проведено Президентом України лише у разі засудження нагородженого за тяжкий злочин за поданням суду у випадках, передбачених законом..."
