Katerina Rozhkova appointed herself acting head of the National Bank until a new leader arrives

The temporary head of the National Bank from 17 hours today, 6 October, became the first deputy head Katerina Rozhkova.

This became known from an internal NBU order that ended up in media hands.

This document was signed by Rozhkova herself. Essentially, she appointed herself to the position, citing part 14 of article 18 of the law "On the National Bank" No. 679-XIV of 20 May 1999 year. The law states that upon the chairman's resignation his powers are transferred (as is the case with temporary absence, for example during a business trip or illness of a senior manager).

However, as the NBU reported, previously in the absence of Chairman Kyrylo Shevchenko his duties were most often performed by one of the two deputy chairmen: either Yuriy Heletyi or Yaroslav Matuzka.

Shevchenko, who previously headed the National Bank and 4 October wrote a resignation letter (the Verkhovna Rada accepted the resignation today) and stated to the public that he is receiving treatment abroad. In other words, he is performing the duties of the country’s chief banker until a successor is appointed, as is usually the case.

Perhaps for this reason Katerina Rozhkova decided to take the initiative. Most likely, due to her position — she is the first deputy head of the National Bank. At the same time, it is known that after Kyrylo Shevchenko’s structural reform and the re-subordination of departments among the deputy heads of the NBU, Rozhkova was stripped of key regulator directions, for example, banking supervision. After that, she was entrusted with economic and other non-key directions: procurement and sales departments, ensuring the Parliament’s operation, accounting, financial control, and more.
