FROM THE NBU TO BUSINESS: DEPUTY OF GONTAREVA LINKED TO PINCHUK AND YATSENYUK IS LEAVING
NBU Governor Valeria Gontareva reported that as of 1 August Vladyslav Rashkovan is ending his work as deputy head of the NBU.
According to her, V. Rashkovan took “an active part in reforming the banking system and in carrying out the internal transformation of the National Bank at the most responsible stage in our country's development,” the NBU press service states.
"The most difficult stage of reform has been completed – we laid the foundation of a modern European central bank, stabilized the banking system, and moved from solving the problems of the past to the full development of the banking system. The reform process continues; it has already become irreversible. During this time the National Bank has become a leader of reforms in the state, and Vladyslav Rashkovan has been a true agent of change in rebuilding the financial sector. On this path Parliament approved more than two dozen bills that have become a reliable basis for the further development of the financial sector and the recovery of the country's economy, in which Vladyslav took an active part. At the same time, the transformation of the National Bank of Ukraine as a regulator and an organization became an example and benchmark not only among state institutions in Ukraine, but also for other central banks of the world. I greatly appreciate Vladyslav’s dedication to the reform of the banking system and to our principles, goals, and values," commented NBU Governor Valeria Gontareva on Vladyslav Rashkovan’s decision. "The reform of the financial sector and the transformation of the National Bank began after the victory of the Revolution of Dignity in March–April 2014. I am very grateful to Stepan Kubiv, who invited me to the National Bank of Ukraine, and to Valeria Gontareva, who believed in the ideas of reform and led them. In order to build a new-generation financial system we concentrated on four main components – ensuring macroeconomic stabilization and financial stability, strengthening the institutional capacity of regulators, and protecting the rights of consumers and investors. Much has been done, much remains to be done, but I consider my mission of laying the foundation for reforms accomplished."
"I currently plan to move to the next and new level for me and to respond to new challenges that are relevant to me. First, I see the potential and have the capacity to, by my own contribution, accelerate the development of the real economy of the country. Second, I have always emphasized that the National Bank is a modern institution that does not depend on individual personalities, and I have always stressed that in the Ukrainian central bank the primary elements are the legislative mandate, functions, processes, and values. Therefore I am confident that the strong team of professionals gathered at the National Bank for the sake of reforms will confidently continue the path of reforms. I hope I will be able to be useful to the National Bank team in the future as well – we will continue to cooperate as like-minded people and generators of change and reform in the country," said Vladyslav Rashkovan. Vladyslav Rashkovan in April 2014 became head of the Department of Strategy and Banking System Reform of the NBU and joined the NBU board. Since November 2014 Rashkovan has held the position of deputy governor of the National Bank of Ukraine.
Background
According to unofficial data, V. Rashkovan was allegedly appointed in part “in the interests of” Yatsenyuk and Pinchuk (who controls Credit Dnipro bank, which is in “non-optimal” financial condition).
According to Rashkovan’s official biography, in 2006–2014 he worked in the UniCredit group: he was head of the macroeconomic research bureau; director of the projects and business development department of PJSC UniCredit Bank; he was a member of the board of PJSC UniCredit Bank (since 2010); in 2013 he led the process of merging PJSC UniCredit Bank with PJSC Ukrsotsbank, after which he held the position of director of the operations and organization center of PJSC UniCredit Bank.
P.S. V. Rashkovan clarified his further plans on his Facebook page:
"I will continue to realize myself and create added value in the real sector of the economy. Together with my longtime and reliable friends Stavnitser Andrey & Philipp Grushko we have decided to create the company SD Capital, which will become a partner for large foreign companies when investing in the Ukrainian economy. In the company I will do what I do best: strategy, transformation of large organizations, and M&A in the real and financial sectors."
