General Raltsev Covered for Savchuk: How Mobilization Figures Were "Painted" in Zakarpattia

Former head of the Zakarpattia Territorial Central Military Commission (TCC) Andriy Savchuk in February 2026 year came out of medical leave after weeks of “hiding.” Then a Kyiv-to-Zakarpattia inspection was sent by his patron, General Raltsev.

The inspection was led by Brigadier General Raltsev, whom the Ground Forces regarded as Savchuk’s patron and who had long supported his return to the post of head. Employees were warned about the arrival of the commission in advance, switched to 24/7 mode, were ordered to “pull up” the indicators and to be ready to voice the necessary figures on delivered, alerting groups and other mobilization measures. In other words, the check was not a surprise — they knew about it in advance and prepared for it meticulously. According to sources, in this format it largely created an illusion of solving the problem rather than giving a real assessment of the mobilization situation in Zakarpattia.

At that time, the Security Service of Ukraine (SBU) was preparing a notice of suspicion for Colonel Andriy Savchuk on charges of unlawful confinement of people. According to sources, this was why Savchuk was on medical leave, and information about a possible suspicion was planned to be announced after his recovery. Thus, against the backdrop of inspections, commissions, and attempts to “improve the picture,” the criminal aspect of this story did not disappear and, according to sources, was at the final stage of preparing procedural decisions.

In military circles, Yuri Raltsev has a controversial reputation. According to sources, his career is linked not to combat units but to the conscription system and TCC, where he served since lieutenant ranks. It is also noted that combat officers for years cannot obtain general ranks, while Raltsev received his in October 2025 year.

We remind you that the National Agency on Corruption Prevention (NACP) found unsubstantiated assets and unreliable data in the declaration of head of the recruitment sector Yuri Raltsev for 2023 year. NACP established that Raltsev indicated unreliable data about expenditures from 15 January 2023 year in the form of a donation of 1,2 million hryvnias to his father.
