For the two most significant asphalt-laying items, the lowest rates were offered by Serhiy Labaziuk’s Dorozhni Mashyny (who is under suspicion by NABU regarding bribery in the Ukraavtodor system connected to the company Khmelnytske SHBU-56) and by Maksym Shkil’s Avtostrada. These companies won the contracts, competing against each other in the tenders.
The most expensive rates were from Budinterkomplekt, which belongs to local developer Mykola Dolinskyi. No one competed against this firm in the tender.
The contracts are calculated for two years until summer 2028. However, for this year there is effectively no funding allocated for road maintenance in them – only 100 thousand UAH is planned, i.e., less than 0,01% of the total contract value. The rest of the funding is deferred to subsequent years on the assumption that the state budget will allocate the corresponding funds then. Currently, there is no money in the state budget.
