Top tenders of the week: Despite the European trend, Naftogaz lowered the gas price in Ukraine — and that makes sense

From 24 to 29 August, 61 thousand procurement notices totaling 31,05 billion UAH were published in the Prozorro system.

The largest contracts in recent days were intra-group gas procurements by Naftogaz for sale to consumers in Ukraine. Its subsidiary Naftogaz Trading ordered fuel from Naftogaz itself for household consumers at 6,86 UAH per cubic meter. This is a traditionally understated price that the authorities keep during the invasion so as not to allow price increases for the population.

Pricing is freer for other consumers. Therefore, for supplying producers of thermal energy volume II, Naftogaz arranged a gas procurement at the previous price of 25,91 UAH per cubic meter.

Naftogaz also contracts gas from external producers. Ukrnafta was ordered fuel at 20,92 UAH per cubic meter.

This is the lowest price since this summer 2025 of the year, since these data have been published in Prozorro (it ranged from 23 to 30 UAH). And it completely contradicts the trend of rising gas prices in Europe (the chart shows data from the Ukrainian Energy Exchange). There the spike was caused by a blockade of supplies from the Persian Gulf following the US and Israel’s attack on Iran.

Ukraine, in turn, is somewhat insulated from the global trend due to the absence of an urgent need to import for the first time in recent years. Naftogaz has already injected 14 billion cubic meters of gas into underground storage this year. That volume is sufficient to get through the heating season because Russian forces destroyed another part of Ukrainian industry, so consumption in Ukraine has decreased compared to last year. And since Putin failed to destroy Ukrainian production, it is already enough for the heating season.

At the same time, Ukraine has a ban on gas exports, so Ukrainian private producers and the state-owned Ukrnafta and Ukrgazvydobuvannia must sell fuel only to local consumers and to Naftogaz. Details of pricing in these procurements are currently unknown.

In recent years, the head of Naftogaz of Ukraine was Serhii Koretskyi. In July he headed the government of Ukraine. And the acting head of the state company became Serhii Fedorenko (he has worked in the Naftogaz system for many years). The supervisory board of Naftogaz made the relevant decision on 17 July. And in August Koretskyi told members of parliament that he considers it reasonable to elect a full-fledged CEO of Naftogaz after the end of the heating season 2026/2027 years.

According to media reports, at the beginning of August President Volodymyr Zelensky offered the position of head of Naftogaz to former Prime Minister Yuliia Svyrydenko. And that this appointment could take place closer to the spring of 2027 year. However, there has been no official announcement about candidate selection yet.

“This candidacy came as something of a surprise both for the supervisory board and, apparently, for international donors. Regardless of the candidate, it is mandatory to ensure compliance with the principles of proper corporate governance,” said supervisory board member Tor Martin Anfinnsen.

The supervisory board of Naftogaz consists of seven people — three from the state and four independent members.

The chair is Canadian Duncan Nightingale; he previously chaired the supervisory board of Ukrnafta when Serhii Koretskyi headed its management board. The supervisory board also includes Pole Robert Sleszynski, Dane Erik Rasmussen, and Norwegian Tor Martin Rasmussen.

From the state, the supervisory board of Naftogaz includes First Deputy State Secretary of the Cabinet of Ministers Konstiantyn Marievych, Deputy Minister of Economy Anna Artemenko, and Deputy Head of the Office of the President Oleksii Soboliev. All of them previously worked with Yuliia Svyrydenko.
