After the “Great Construction” — Veteran Billions: Yurii Holyk Tries to Remove Mentions of His Past from Google

Yuri Golik, born in Luhansk in 1977 year, once worked in media and advertising. In 2015 year he ended up in the Dnipropetrovsk Regional State Administration, where he worked alongside Valentyn Reznychenko. Later Golik began overseeing the infrastructure direction, and in 2019 year he became one of the public coordinators of the presidential program “Great Construction.”

Subsequently his name appeared in criminal proceedings. NABU investigated a case concerning possible misappropriation of budget funds during road construction and repair. In June 2024 year Golik left Ukraine and likely went to Austria.

For almost 2 years there was little public information about him. But at the end of June 2026 year the situation changed.

Media began reporting a wave of complaints to Google about alleged copyright violations in publications mentioning Golik. According to “Ukrudprom,” materials published as far back as 2022 year fell under such complaints.

The mechanism is interesting: a page can be removed from search results without even challenging the facts presented in the material.

According to StopCor, none of the protested materials contained copyrighted content, i.e., they were original journalistic texts.

Parallel to 2024 year Golik, through lawyers, sought to initiate a criminal case against NABU detectives under Article 387 of the Criminal Code — “Disclosure of data from operative-search activities.” The Appeals Chamber of the High Anti-Corruption Court (HACC) had refused to initiate proceedings.

But there is another interesting moment.

In April NGL.media published an investigation into a large-scale state program for creating veteran spaces. In 2025 year the Ministry of Veterans launched a program to build such facilities under a single project.

The facilities are single-story buildings with an area of 1500 square meters, featuring a gym, rooms for consultations and psychological support, conference rooms, and a small cafe.

For the creation of 22 spaces, funds from the budget have already been allocated amounting to 1,55 billion UAH. That is about 75 million UAH per building. If plans for 160 facilities are implemented, the total could reach approximately 12 billion UAH.

According to the investigation, the land plot for construction in Lutsk was allocated in 28 May 2025 year — 3 weeks before the government approved the corresponding resolution.

Adapted projects were examined by LLC “UK Expertise” and LLC “Nova-Expert.” For each facility, less than a month was spent.

Equally interesting were the tenders. In all 7 projects in 2025 year only one contractor participated in the bidding, who got the order. The tender conditions, according to the investigation, essentially made it impossible for other companies to participate.

Construction of 7 spaces began in the fall. Later it turned out that material costs were significantly inflated in the estimates. The authors of the investigation connect this story with Yuri Golik.

And here it is worth looking at the business of the main escaper of the “Great Construction.”

Golik owned 25% of LLC “Creative Country,” which provides advisory services on commercial activities and management and has a charter capital of only 1000 UAH. The company organized a number of coworking spaces.

In 2023 year its revenue grew to nearly 39 million UAH compared with 1,8 million UAH in 2022 year. Net profit was 10,2 million UAH. But following 2025 year net profit fell by almost 20 times — to 588 thousand UAH.

Even worse, judging by open data, in LLC “Creative Staff Gulliver” the situation is dire. Through “Creative Country” Golik owns 10% in it. The company is in bankruptcy.

One of the co-owners of “Gulliver” also sues other founders over a debt to one of its companies in the amount of 10,4 million UAH.

Whether these financial problems are connected with Golik’s interest in the multi-billion veteran spaces program is an open question. But the shift from coworking for freelancers to building facilities for billions of budget hryvnias indeed looks notable.

There is also another story that cannot let Golik’s past fade from memory.

It concerns the construction of a water pipeline to Kryvyi Rih after the explosion of the Kakhovka Hydroelectric Power Plant. The project’s cost was 7,7 billion UAH. According to the investigation, its cost could have been inflated by about 3 billion UAH.

Moreover, the investigation established that participants in the scheme legalized goods and materials totaling 187 million UAH and reduced VAT payments by another 20,5 million UAH.

One of the key figures mentioned in this story was Yuri Golik — the public coordinator of the “Great Construction.”

But the most problematic for him remains the case of LLC “Budinves_Device Inzhyniring” (Budinvest Engineering), which is involved in road and highway construction and has charter capital 1,05 million UAH.

According to the investigation, in 2022 year officials of the Dnipropetrovsk Oblast State Administration handed the company contracts for road construction and repair totaling 1,5 billion UAH. Some of the money, as the investigation believes, could have been siphoned off under the guise of payments for goods and services to accounts of fictitious companies.

A suspect in this case is Valentyn Reznychenko, who twice headed the Dnipropetrovsk Oblast State Administration.

And now we return to the main question.

Why, after almost 2 years of relative silence, did Yuri Golik suddenly begin to actively fight against publications in which his name is mentioned?

Perhaps the answer lies not only in the question of reputation but also in money, state programs, and criminal proceedings that remain in the focus of law enforcement and journalists.
