At the entrance to Feofaniia Park they tore down the fence and cut trees: it was obstructing access to the plots of judges' families

The families of two judges of the Sixth Administrative Court of Appeal, Andriy Parinov and Oleksandr Bespalov, have acquired land near Feofaniya Park. Soon lawsuits over access to the plots began, and this summer the park’s barrier and part of the park’s fence, a monument to national significance, were torn down. This is described in Bihus.Info's investigation.

Feofaniya is a park of national significance and part of Ukraine’s natural reserve fund, so special rules apply on its territory. In particular, private motor traffic is prohibited. To restrict entry, a barrier was installed at the park’s entrance, and the territory itself was fenced off with a metal barrier back in 2004 year.

Already in 2005 year, after the park was established, the Kyiv City Council transferred 30 plots on this alley to private ownership. These are lands in Kyltsivyi Lane that were left behind the fence but belonged to the Feofaniya experimental research territories. The Institute of Evolutionary Ecology of the National Academy of Sciences of Ukraine states that their transfer occurred without approval from the Presidium of the NAS.

For about twenty years nothing happened on the privatized land. However, last year the plot owners changed. They immediately began lawsuits over access to their plots and the park’s infrastructure. In particular, they demanded that the city authorities check the legality of the barrier and metal fence that restricted passage from Feofaniya.

2 In July 2026 year the Kyiv Administrative Court of First Instance granted one of these lawsuits, and already 14 July the barrier at Feofaniya’s entrance was dismantled — before the court decision had come into legal force. 4 In August workers from Kyiv Blagoostroenie also demolished the metal fence that defined the park’s boundaries. In addition, the neighboring area changed: trees were damaged, and where the pedestrian zone had been, a fence of private properties appeared.

Bihus.Info journalists found that one of the land plots adjoining the park now belongs to judge Andriy Parinov of the Sixth Administrative Court of Appeal. He received the land as a gift from his mother, Iryna Parinova, who bought it in 2025 year. The plot has a house on it and a separate exit directly to Feofaniya Park.

Iryna Parinova herself owns a neighboring plot, which she also bought in 2025 year. She was one of those who challenged the barrier and fence around the park in court.

That same year, another nearby plot was owned by Yulia Hanchuk — sister of another judge of the Sixth Administrative Court of Appeal, Oleksandr Bespalov. Parinov and Bespalov have worked in the same court for many years and have repeatedly heard cases in the same judicial panels.

In a comment to Bihus.Info, Andriy Parinov denied that his mother was among those who challenged access to the plots. When a journalist asked whether Iryna Parinova had, in particular, filed the corresponding lawsuit, the judge replied: “Believe me, no.”

At the same time, Parinov emphasized that he supports the Feofaniya’s preservation, but believes the park’s fence was installed with boundary violations:

“The park fence sits on a plot. They mistakenly placed the fence not along the boundary but intruded onto private plots. They were off by about 50 meters.”

Judge Oleksandr Bespalov initially claimed he did not understand what was being said, but later admitted:

“As far as I know about the barrier. Well, overall about the situation. Well, Parinov told me, yes. The park spread very far. There are some neighbors on these plots. That’s why there were suits. And there is no passage to my sister’s plot at all — it’s illegally installed. Therefore the suit. Therefore the court decision.”

It is worth noting that the park’s access restrictions are not merely internal administrative rules. Because Feofaniya has a special status, the corresponding regime of its territory is enshrined in an order of the Ministry of Ecology.
