Appointed acting head of the Defense Procurement Agency Artem Romanyukov

The Supervisory Board of the Defense Procurement Agency of DOT appointed Artem Romanyukov as acting head of the Agency. Earlier, Arsen Zhumadilov submitted a dismissal notice from the post of head of the Agency as of 1 September.

According to the message, as KV learned, this is stated in a Ministry of Defense communiqué.

“Among his tasks are continuing the transfer of defense procurements to tenders, digitizing the mechanisms that require this, and anti-corruption work,” the message says.

It is noted that Artem Romanyukov’s work at the AOZ will be based on experience and developments in the Ministry of Defense and in the Ministry of Strategic Industry. He was involved in implementing the reform of defense procurement, in particular competitive procedures for the purchase of weapons and military equipment. Under his leadership, services such as “Reserve+”, “Army+”, as well as a digital electronic report and a military record document were launched. Among the main tasks identified for Romanyukov in the new position are continuing the transfer of defense procurement to tenders, digitizing the mechanisms that require it, and work on the anti-corruption track.

As a reminder, in January 31 2025 r. the Ministry of Defense of Ukraine announced the dismissal of Marina Bezrukova from the post of director of the state enterprise “Defense Procurement Agency” (AOZ). Artem Zhumadiliov was appointed acting director. Earlier Marina Bezrukova appealed to President Volodymyr Zelenskyy with a request to intervene in the conflict surrounding AOZ.
