New rules for electric scooters: Rada prepares fines for riders and restrictions for rental services

In Ukraine, there is a proposal to comprehensively regulate the movement of personal light electric transport — electric scooters, unicycles, hoverboards, and electric bicycles. The bill No. 3023 officially consolidates users of such devices as a separate category of road users with specific rights, duties, and responsibilities.

This is reported by Dilo with reference to the press service of the Ministry of Recovery, Infrastructure and Transport of Ukraine.

According to the first deputy minister, Serhiy Derkach, the main goal of the initiative is not to limit urban mobility, but to create safe and predictable conditions for both electric-transport drivers and pedestrians and motorists.

Where they will be allowed to ride and what restrictions are being introduced

The document sets age requirements, speed limits, and zones of movement within the street and road network:

Movement zones: users of light electric transport will be allowed to move in the flow of traffic on bicycle lanes, marked cycling strips, on the right edge of the roadway, or the shoulder. The sidewalk remains a pedestrian-priority space;

High-speed roads: on roads with high speed limits, separate prohibitions will apply for safety reasons;

Prohibitions and safety in operation: it is forbidden to use transport under the influence of alcohol or drugs or under the influence of substances that slow reaction. It is also forbidden to hold a phone in hand while moving and to transport passengers or cargo unless provided for by the design;

Visibility on the road: in the dark, in foggy conditions, and outside populated areas, the transport must be equipped with reflective devices and a horn, and drivers are obliged to use reflective elements on clothing.

Requirements for rental services and penalties

A separate section of the document is dedicated to regulating commercial rental of shared devices. Rental companies will be obliged to ensure the technical operability of the transport, arrange insurance, and install software limits on maximum speed.

At the same time, users of rented transport will bear personal responsibility for traffic violations. The bill provides changes to the Administrative Offences Code of Ukraine, introducing specific penalties for micromobility drivers.

As a reminder, earlier the Committee of the Verkhovna Rada on Transport and Infrastructure recommended that Parliament adopt the bill No. 3023. The initiative aims to regulate road interaction and reduce the level of accidents involving micromobility transport.
