CPD: Germany strengthens countermeasures against Russian influence and hybrid operations

In the Federal Republic of Germany, authorities announced the closure of the Russian Consulate General in Bonn and the suspension of the “Russian House” in Berlin.

Germany is stepping up measures against Russian influence and hybrid operations amid law enforcement conclusions about Russia’s involvement in the drone attack at Leipzig airport.

This was reported by the Center for Countering Disinformation.

The country announced the closure of the Russian Consulate General in Bonn and the suspension of the “Russian House” in Berlin. The CPD notes that the latter, under the guise of cultural exchange, promotes Russian narratives and interests abroad.

Germany also announced a tightening of sanctions and migration pressure against Russia.

The decision was made against the backdrop of the investigation into the drone attack at Leipzig airport on 4 August. Based on its findings, the German side attributes responsibility for the attack to Russia.

German Foreign Minister Johann Wadephul said the events in Leipzig fit into a broader pattern of Russian hybrid operations in Europe.

According to the CPD, Moscow regularly uses sabotage and other hybrid methods as instruments of pressure on European states. Targets of such operations include critical infrastructure, defense enterprises, and facilities related to support for Ukraine.

The Center emphasizes that the Kremlin’s goal is to create a sense of danger, spread fear and distrust within societies, and provoke division in Europe over continued support for Ukraine.

Berlin officially accused Moscow of the incident on 4 August, during which three explosive-laden drones were found near Leipzig–Halle Airport. Germany announced diplomatic measures in response and plans to seek new EU sanctions. Russia denies any involvement.

The first drone was found near the Ukrainian cargo plane Antonov. According to investigators, the drone was equipped with explosives and may have been intended to attack the aircraft. At the same time, its detonator likely did not function.

Another drone, according to an initial version, may have collided with a DHL cargo plane. Because the airport was closed, the plane had to go around for a second circuit. However, investigators are increasingly doubtful that the plane’s damage was actually caused by a drone.

On 14 August, German investigators found a third drone that was likely connected to the failed attempt to attack Leipzig/Halle Airport. Traces of a military explosive were found nearby.

U.S. intelligence linked the drone at the Leipzig airfield to the Russian GRU.
