State Support for Veterans. Budanov Announced Changes – Suspicion

The Ministry of Defense, the Ministry of Veterans, the Ministry of Health, and the Ministry of Social Policy must establish an electronic data exchange

Chief of the President's Office Kyrylo Budanov announced changes in the veterans support system. It is meant to be simplified and clearer for people—without unnecessary bureaucracy, repeated document requests, and long waiting times. He shared this on his Facebook page after the meeting of the Coordinating Council on the Protection of Veterans’ Rights and the rights of their families.

According to Budanov, President Volodymyr Zelenskiy set the task of rebuilding state veteran policy.

“There is no time for dragging our feet. We need a modern working system, not formal paper turnover and endless bureaucracy,” the head of the Office said.

In light of this, during the meeting four main areas of work for the Ministry of Veterans Affairs were identified: medicine and prosthetics, veteran support, veteran spaces, treatment and rehabilitation.

They focused separately on medical assistance and prosthetics. Defenders and those released from captivity should receive them without unnecessary procedures.

“All defenders and those released from captivity should receive medical care and prosthetics via a clear route. Without repeated certificate gathering and without kilometer-long queues,” Budanov noted.

For this, the Ministry of Defense, the Ministry of Veterans, the Ministry of Health, and the Ministry of Social Policy must establish electronic data exchange. This will allow supervising a veteran along a single route—from discharge from service to full adaptation.

The participants also discussed the operation of veteran spaces in communities. They should help veterans and their families solve specific issues, not just work for reporting.

“They should practically resolve people’s problems on the ground, not exist merely on paper for pretty reports,” emphasized the head of the President’s Office.

At the same time, the official stressed that the reform’s outcome should not be assessed by the number of decisions made, but by real assistance to veterans and their families.

“All adopted decisions must yield concrete, measurable results. Veterans and their families must be informed about their rights and feel effective state support,” summed up the head of the President’s Office.

Earlier, Kyrylo Budanov had already urged increasing funding for veteran programs at the community level.
