Ukrainian businesses have already processed 50 thousand parcels to the EU through Ukrposhta under the new rules

Ukrainian entrepreneurs have processed about 50 000 commercial shipments to the EU through Ukrposhta under the new customs rules. The main destinations were Germany, France, and Poland.

As Dilo writes, this is stated in the postal operator’s press release.

"More than 50 000 commercial shipments that have already gone through under the EU’s new rules are the best proof that the system works and that Ukrposhta is concretely and systematically supporting exporters," said Igor Smilyansky, CEO of JSC Ukrposhta.

Which rules apply

The EU’s new rules came into effect on 1 July 2026. They provide for the collection of €3 for each goods item listed as a separate line in the customs declaration. VAT administration requirements have also changed.

For customs clearance, the postal operator transmits shipment and payment data before the border crossing. This makes it possible to prepare customs information in advance.

What changed for sellers

The fee €3 is charged for each separate goods item in the declaration. Several identical items with the same commodity code can be listed as a single line item. VAT may be applied separately if it was not paid via IOSS, as well as destination country charges.

In August, Ukrposhta also launched technical integration with Etsy. Order data can be transferred automatically between the platforms, and the tracking number is returned to Etsy after processing.

Recall, Ukrposhta created its own aviation security service that will monitor international shipments and help detect prohibited and dangerous contents.
