Rivne NPP awarded a contract worth 114 million hryvnias to Lutsk company “Zakhidelektromontazh” without a tender; company tied to controversy over “golden” sand

The branch “Production Division Rivne NPP” of JSC “NNEGC Energoatom” 26 June ordered LLC “Zakhidelektromontazh” to carry out construction work to reconstruct the cooling tower for 114,13 million hryvnias.

By 25 December in Varash they must replace damaged sections of the supply pipelines of the water distribution system, restore the internal and external parts of the tower cooling-tower casing, the surfaces of the cooling-tower foundations, the walls of the basin, the internal colonnade, the inner side of the NOC, restore the external sloping support colonnade and the lower and outer parts of the NOC, and also replace the external light enclosure.

Recently the Department of Construction and Architecture of the Rivne Regional State Administration ordered sand for the construction of a shelter for the lyceum in Sarny (70 km from Varash) at 396 hryvnias/cubic m, which is 11 times cheaper. The Central City Hospital of the Rivne City Council ordered sand for repairing driveways with a parking lot at 415 hryvnias/cubic m, which is ten times cheaper.

Thus, on this single item the potential overpayment may exceed 700 thousand hryvnias.

The company received the contract without competition because no one else came to the open tender.

Since 10 June the general director of the branch “Production Division Rivne NPP” of JSC “NNEGC Energoatom” has been Viktor Kravets.

Before that the branch’s general director was Taras Tkach. Journalists from Bihus.Info reported that Tkach’s surname appears in the materials of the “Midas” case on the “Mindich tapes.” In particular, the suspects in the case Ihor Mironyuk (former adviser to Energy Minister Halushchenko) and Dmytro Basov (former chief security officer of Energoatom) allegedly discussed appointing Tkach as head of Rivne NPP. Taras Tkach’s family built an estate near Kyiv whose price he cannot account for, invested in a penthouse in a new capital development, and assembled a collection of cars, including a BMW X7 worth about one hundred fifty thousand dollars.

According to the analytical system YouControl, Lutsk’s “Zakhidelektromontazh” is owned by Ihor Rohalia. Together with Viktor Kobrynchuk he also owns LLC “Yevroelektro.”

Since 2016 the year “Zakhidelektromontazh” has received government contracts worth 8,31 billion hryvnias, mostly from the current customer.
