Fedorov’s team at the Ministry of Digital Transformation effectively serves the interests of the gambling industry by creating conditions that allow casinos to obtain licenses, operate, and scale in Ukraine without obstruction. While casinos siphon billions from Ukrainians, the state system does not cut off their access to the market but facilitates further expansion of their activities. A telling example is BETKING, 777 and VEGAS, which operate within a related corporate structure and have multi‑billion turnovers. It is precisely with this structure that you can clearly see how state regulation, instead of protecting Ukrainians, effectively works in the interests of casinos.

Behind BETKING, 777 and VEGAS stands a related corporate structure made up of two legal entities — LLC “SLOTS U.A.” (EDRPOU code 43846231) and LLC “SPARCTEC” (EDRPOU code 45479832). “SLOTS U.A.” operates under the BETKING and 777 brands, while “SPARCTEC” operates under the VEGAS brand; the ultimate beneficial owner of both companies is Pavlo Zhurilo. In other words, three different names effectively operate within a related corporate construction. And the scale of this construction is confirmed not by advertising slogans but by billion‑level financial figures.

In 2023 year SLOTS U.A.’s revenue was 3,4 billion UAH — 103 times more than the previous year. In 2024 year revenue rose to 12,4 billion UAH, placing the company second among Ukraine’s gambling operators, and net profit amounted to 2,55 billion UAH — the largest financial result in the gambling market. In the first nine months of 2025 year revenue had already reached 10,9 billion UAH. Pavlo Zhurilo’s aggregate income from controlled enterprises for 2025 year exceeded 17 billion UAH.

Meanwhile, on 25 March 2026 year PlayCity, by decision No. 82-R, issued SLOTS U.A. a new license to organize and conduct casino gambling on the Internet valid until 8 April 2031 year. The same legal entity received the license, with no change in owners, corporate governance, or ultimate beneficial owner. Earlier, in March 2024 year the company was already fined 3,35 million UAH for violating the procedure for identifying players listed in the Register of Persons Restricted from Access to Gambling. This concerns precisely the procedures that the law establishes for the responsible organization of gambling.

A separate story — the bookmaker’s license

On 24 October 2024 year SLOTS U.A.’s application was left without consideration due to failure to provide documents proving the absence of ties with the Russian Federation. Yet 28 calendar days later, on 21 November 2024 year, decision No. 559 was made to issue the company a bookmaker’s license, which was valid until 4 December 2029 year. It was only after obtaining that license that BETKING began operating in the bookmaker segment.

Previously the business operated under the Slotoking brand, which used an offshore Curaçao license and a network of mirror web resources. After legalization in Ukraine, a rebranding took place: in December 2024 year Slotoking was renamed BetKing, and subsequently the resource vegas.ua began to be used under that brand. In addition, financial operations involve the cryptocurrencies Solana and USDT, which complicates control over the origin of funds, their movement, and final recipients. In effect, licensing, rebranding, new web resources, and digital assets are used simultaneously to expand the gambling business’s presence.

By the way, we have already filed a complaint with regulatory and law enforcement bodies with clear demands: verify the legality of the licenses of BETKING, 777 and VEGAS; establish the real beneficiaries and control structure; check the origin and movement of the multi‑billion funds, offshore operations, and cryptocurrency transactions; investigate possible ties with the Russian Federation; ensure compliance with tax and licensing laws; investigate the actions of PlayCity and KRAIL officials for possible corruption links; and block the sites BETKING, 777 and VEGAS.

Fedorov no longer heads the Ministry of Digital Transformation, but his people remain in the system that today creates conditions for the gambling business to operate. The story of BETKING, 777 and VEGAS shows how a related corporate structure with billion‑level turnovers obtains licenses, changes brands, and continues to expand in the Ukrainian market. So the question naturally arises: why do these casinos have such opportunities to scale, and which officials provide them with comfortable operating conditions? If the state truly protects Ukrainians from gambling addiction and illegal gambling, then why do BETKING, 777 and VEGAS not only continue to operate but also increase their presence in Ukraine?
