“Listen, bro, can we — we’re going on the offensive”: NABU recordings exposed a scheme by which Prosecutor General’s Office officials divided call centers into “ours” and “theirs”

The investigation names Office of the Prosecutor General employee Danylo Slipchuk as another participant in the criminal organization. Earlier he worked with Serhii Kropyva in the Odesa Regional Military Administration.

According to the case materials, Kropyva learned from Slipchuk the addresses of call centers that needed to be checked. After establishing whether a call center was “theirs,” they decided whether to carry out a search there.

On the NABU recordings, the prosecutor said, Kropyva’s phrase can be heard:

“Hello, bro, can we, can we, we’re attacking.”

The prosecutor also cited recordings of conversations between Kropyva and Aydin Khudiyev — deputy head of one of the Office of the Prosecutor General departments. According to the investigation, Kropyva and Khudiyev directly coordinated searches of “not our” call centers.

In the conversation from 26 June 2026, Kropyva, in particular, says:

“I’m going to be with Aydin now, talk it over. So that we coordinate everything there. Yes, he somehow came up with a procedure there for how he’ll monitor all those people. Well, they send all the searches for this week along that line. He can already take from there. Well, theoretically, he sent it to you, you monitored it. Damn. Well, so that he’s responsible for making sure that without his knowledge, without your permission, nothing happens. Uh-huh. You need to go in with the mouse in this case, with the muscle. Go ahead.”

In another conversation, the prosecutor says, they discuss the possibility of granting Kropyva official powers to control criminal proceedings related to call center activities across all of Ukraine. They also talk about coordinating these changes with the Office of the Prosecutor General leadership.

“Hello, bro, now… They’re negotiating with the boss regarding 309 order: it will be a hybrid topic, all cyber, all our cyber story, all regions on cyber, on those two things, they’ll do it with us.”

The materials also mention Ashot Gevorkyan — head of the Office of the Prosecutor General’s department supervising compliance with the law by agencies that combat organized crime.

One of the conversations says that Kropyva should receive official powers to control all criminal proceedings investigated throughout Ukraine that concern call center activities. They also discuss these changes with the leadership and the full support for these actions from Prosecutor General Kravchenko.

Ashot Gevorkyan is head of the Office of the Prosecutor General’s Department for Supervision of Law Compliance by Agencies that Fight Organized Crime.

These quotes contradict Prosecutor General Kravchenko’s statements that “he has no connection to covering up illegal call centers.”
