Visit by Trump representatives to Kyiv: main statements and details

On Sunday, 6 September, Kyiv for the first time welcomed representatives of US President Donald Trump, Steve Vlitoff and Jared Kushner, after their latest visit to Moscow, where they held talks with President Vladimir Putin. Following the meetings in the Ukrainian capital, the American envoys announced the preparation of a new “package of peaceful proposals” and expressed hope for a return to the trilateral format of negotiations involving Ukraine, the United States, and Russia. The main statements of the parties are reported by Glavkom.

In total, Kyiv hosted three rounds of talks between President Volodymyr Zelensky and the representatives of Trump. The Ukrainian negotiating group included: the head of the parliamentary faction “Servant of the People” David Arakhamia, the head of the Security Service of Ukraine Ruslan, the head of the President’s Office Kyrylo Budanov and his deputy Serhiy Kyslytsia. Representatives from the United Kingdom, France, and Germany also joined the dialogue.

Vlitoff and Kushner met Zelensky on Sofia Square. The President of Ukraine, welcoming the American representatives, noted that Kyiv had long awaited their arrival, and said that the Russian side did not allow the American delegation to fly to Ukraine by plane, despite Ukrainian airports’ readiness to receive the guests.

“Significant progress” and new ideas

According to Steve Vlitoff, after talks with the Russian side, the United States sees “significant progress” in the diplomatic process. The American representative also said that his delegation brought new ideas to Kyiv.

At the same time, Vlitoff acknowledged that to reach agreements Ukraine and Russia will have to make compromises. He said that the main task of the negotiation process remains narrowing the gaps between the sides.

The American envoy stated that Washington believes there are “all the necessary preconditions” for moving toward a potential agreement.

Kushner announced a new “peace package”

One of the main statements following the negotiations in Kyiv was Jared Kushner’s report on working on a comprehensive “package of peaceful proposals” assigned to be prepared by Donald Trump.

Kushner stressed that the objective of the American president is not merely to stop hostilities, but to create a framework agreement that would ensure long-term peace.

“It’s not only about stopping the conflict. President Trump is primarily focused on creating a framework agreement that could truly lead to lasting peace,” Kushner said.

According to him, representatives from various U.S. government agencies are involved in drafting this plan. They are to determine what elements are needed to ensure lasting peace and what the potential agreement could mean for Ukraine, Russia, and the international community.

The U.S. wants to restore the trilateral format

Another important result of the talks was Kushner’s statement about the possibility of returning to the trilateral format of negotiations among Ukraine, the United States, and Russia.

The American representative noted that Washington already had experience of direct communication with both sides in that format about six months ago. He said that returning to trilateral contacts is one of the directions they and Vlitoff consider productive.

“One of the things we and Steve really find productive is a return to the trilateral format,” Kushner said.

He expressed hope that progress in this matter would be achieved in the near future. At the same time, Kushner emphasized that this concerns not only broad political discussions but also concrete steps toward de-escalation.

Ukraine’s position on Donbas has not changed

During the joint press conference, Zelensky separately emphasized that Ukraine’s position on Donbas remains unchanged. The president noted that the issue of the eastern territories cannot be considered in isolation from the entire war, as Donbas is one of Russia’s main territorial aims and an important geopolitical outpost for Ukraine.

Zelensky also suggested that after the elections in Russia the Kremlin might conduct a new mobilization to strengthen offensive actions specifically in this direction.

Thus, despite the American side’s statements about progress, the territorial issue remains one of the most complex aspects of a potential peace settlement.

Kyiv expects additional U.S. support

Zelensky also stated that if the war continues through the winter, Ukraine relies on an additional support package from the United States. He said Kyiv seeks reliable support from both the United States and European partners. He particularly highlighted the need to strengthen Ukraine’s air defense and support the energy system.

“We very much count on your support – both for air defense and for energy support,” Zelensky said.

He also reported that Russia has recently intensified air strikes on Ukraine. Kyiv, he said, will respond to Russian strikes, but the main priority remains the diplomatic path to reduce the level of escalation.

Ukraine prepares a “Plan B”

Meanwhile, Ukraine is preparing for possible continuation of Russian attacks. Zelensky said that dozens of Ukrainian companies are already working on technologies to intercept rocket drones en masse.

This direction the president called “Plan B,” while the main scenario for Ukraine remains a diplomatic settlement.

“Plan A is to accelerate diplomatic possibilities as much as possible to reduce escalation,” Zelensky stressed.

The president also joked about the absence of Russian strikes on the capital during the visit of the American representatives.

“Today you performed better than Patriot systems. Fly more often, and our people will have a chance to live a little longer,” Zelensky said.

Vlitoff on contacts with Putin

Separately, Steve Vlitoff stated that effective communication with Vladimir Putin is, in his view, a necessary condition for stopping the war.

The American representative emphasized the importance of maintaining channels of communication with the Russian president and establishing personal working relationships. He said that without communication between the sides, the chances of a productive settlement are minimal.

Vlitoff also stated that during talks, Putin and his political team treated the American delegation with respect.

Is it possible to end the war before winter

Jared Kushner at the same time admitted that ending hostilities before winter would be extremely difficult. He said that it is currently impossible to precisely predict when the sides will be able to reach and sign a potential agreement.

He stressed that in diplomacy, “nothing is finished until everything is finished,” and therefore the negotiation process requires further work.

At the same time Kushner expressed hope for progress in the near future. Central to further efforts for the United States remain the preparation of a new peace package, seeking compromises between Kyiv and Moscow, and the possible resumption of direct trilateral dialogue among Ukraine, the United States, and Russia.

As a reminder, 6 September Volodymyr Zelensky held negotiations in Kyiv with Steve Vlitoff and Jared Kushner. According to the president, three rounds of negotiations took place during the day. One of them involved representatives from the E3 countries – the United Kingdom, France, and Germany.

Before coming to Kyiv, Vlitoff and Kushner visited Moscow, where they spent more than three hours in talks with Russian dictator Vladimir Putin. The meeting ended without announcements of substantive agreements.
