VAKS recovered more than 4 million hryvnias from Koval over an unjustified portion of his mother-in-law’s apartment

The High Anti-Corruption Court (VAKS) ordered former Minister of Agrarian Policy Vitaliy Koval to pay 4,35 million hryvnias, finding 53,15% of the value of an apartment registered to his mother-in-law unjustified.

This was reported by VAKS and the Specialized Anti-Corruption Prosecutor’s Office (SAP). The court issued the decision on 2 September.

The case concerns an apartment of over 170 sq. m in one of Kyiv’s upscale residential complexes. Koval’s relative purchased it in 2021 for 8,1 million hryvnias.

Since 2023, Koval began listing the apartment in his declaration as the family’s place of residence and as an object rented out by his wife.

At the same time, according to SAP, the collected evidence indicated that Koval and his family had been using the residence much earlier. An analysis of the relative’s income and expenses, according to the prosecutor’s version, showed that she could not have fully financed the apartment’s purchase from lawful income.

The relative explained part of the funds as a loan of nearly 5,5 million hryvnias, but SAP stated that this explanation was refuted by the gathered evidence.

Following the review, the court found 53,15% of the apartment unjustified and ordered Koval to pay the value of that portion — 4 353 176 hryvnias.

Because the court recovered funds rather than the physical portion of the apartment, VAKS lifted the seizure imposed on the residence in May 2025.
