In Kyiv, they plan to create an administration to manage the Dnipro Islands landscape park

In Kyiv, they plan to create a special administration for the regional landscape park “Dnipro Islands,” which will provide permanent management, protection, and proper care for the park’s territory. The Kyiv City Council must adopt the corresponding decision.

This, as KV has learned, is stated in a message from the Kyiv City State Administration.

It is reported that the “Dnipro Islands” encompass 34 islands on the Dnipro with a total area of 1 215 hectares within Kyiv. This is the third-largest area in the city’s local nature reserve fund. The park was created by a Kyiv Council decision in 2004, and its territory has protected status and is subject to special protection.

“The creation of a special administration will be an important step to ensure the permanent protection of the territory, control over compliance with the nature protection regime, and proper maintenance of all 34 islands. It will also allow organizing regular cleaning and removal of waste using watercraft and special equipment and ensure systematic management of the park’s territory,” the Kyiv City State Administration said.

The need to create a separate administration is due, in particular, to the characteristics of the territory and problems that now arise due to the absence of permanent management and proper care. On certain islands there are instances of illegal mooring of watercraft and habitation, and unauthorized construction.

“There are also recorded cases of unauthorized dumping sites, the digging of latrine pits, and burying of garbage in the ground. In addition, wastewater can enter the Dnipro directly. Such violations create risks for the aquatic ecosystem and require constant monitoring,” explained Pavlo Ivanov, Director of the Department for Environmental Protection and Climate Change Adaptation.

At the same time, maintaining the “Dnipro Islands” has its own specifics: most of the islands do not have direct land connection to the city.

“This is not an ordinary city green area where you can simply bring in a garbage truck. For cleaning and maintenance of the islands, watercraft, barges, specialized equipment, and in some cases divers are required. That is why a permanent administration is necessary not only to respond to individual violations but also to provide regular care for the entire territory,” added Pavlo Ivanov.

According to Article 12 of the Law of Ukraine “On the Nature Reserve Fund of Ukraine,” the management of regional landscape parks must be carried out by their special administrations.
