Land by a lake, a charter from a contractor, and fortunes for family: key facts about MP Oleh Synutka

Oleh Synutka led the Lviv regional state administration from December 2014 year, and from 2015 he headed the regional organization of the Batkivshchyna party, later transformed into European Solidarity. Since 2019 he has been a People's Deputy of the European Solidarity faction and remains the head of the Lviv regional organization of the party.

In 11 December 2017 year Synutka issued an order on land management for dozens of plots around Lake Navarro (the Stryi reservoir, about 15 km from Lviv) at the request of ATO participants. The list included 83 surnames, and on the plan — up to 92–93 parcels. In August 2018 activists checked 26 nearshore plots in a pine forest and found that among the recipients were not ATO participants: there were businessmen and former officials, with businessmen paying the land management documentation. In 2019 year Synutka stated that together with ATO veterans there appeared “non-veterans”: entrepreneurs who took on paying for documents and transferring part of the land to veterans. Of about 93 parcels, around 15 were formalized: four by the lake went to Mariya Karaman, Andriy Masliuk, Veronika Polyova, and Ninelle Pushkar; another 11 nearby in the “Old Quarry” across the road — for ATO participants. The coastal development envisaged pine logging and sparked protests by local residents.

Meanwhile in October 2017, a delegation from the Lviv ODA flew to Brno on a Falcon 2000 (aircraft TC-CTN) belonging to Turkish company Onur — a major road contractor in the region. The one-hour flight was estimated at $–6 thousand hryvnias, and the Lviv–Brno–Lviv route cost about 320 thousand UAH. Synutka stated that he paid his 29,8 thousand UAH. The National Agency on Corruption Prevention (NACP) drew up protocols against Iryna Hrymak, Liubomyr Mandziy, Roman Filipeiv, and Nataliya Khmyz, considering the payment for part of the flight as a gift of about 4842 thousand hryvnias to each. The agency found no violations by Synutka himself, and later the court closed the cases of his subordinates for lack of crime. Onur continued performing road works in Lviv region.

Family real estate is mostly not in the name of the deputy. The family uses a Lviv apartment of 174,6 sq m valued at 913 thousand UAH and a parking space, which belonged to the late mother-in-law Anna Tymchenko. The house of 274,8 sq m in Panskaya Hora in Sokilnyky and plots 1788 and 2204 sq m from 2024 year are registered to wife Natalia Synutko together with father-in-law Hennadiy Tymchenko; previously the property was owned by the mother-in-law. In Ivano-Frankivsk, the wife has since 2017 year a shop premises 90,4 sq m for 450 thousand UAH, since 2023 another joint with father non-residential premises 165,8 sq m, and in 2025 there were added plot 570 sq m, an apartment 49,8 sq m, and premises 172,8 and 68,7 sq m. Synutka himself since 2021 year rents in Kyiv 58,24 sq m.

He does not own cars. His wife owns an Audi Q8 2020 year, purchased for 1,495 million UAH, and an Audi Q4 e-tron 2023 year for 1,199 million UAH; in 2024 the e-tron was leased to Ivan Zozulya. The family declared 4,38 million UAH of income for the 2024 year. For 2025 Synutka indicated 1,53 million UAH — 805 thousand salary of the Verkhovna Rada and 727 thousand for deputy powers; the wife showed 2,70 million UAH, of which 2,38 million is entrepreneurial income. The value of the house in Sokilnyky is not specified in the declaration.

Synutka’s assistant Bohdan Yurkev is simultaneously a deputy of Skole City Council and head of the Secretariat of the Lviv organization of European Solidarity. He submitted his declaration for 2023 year on 2 April instead of 31 March and was fined 850 hryvnias for part 1 of the Administrative Code article 172–6. The declaration notes 207 thousand UAH from the party, 139 thousand as an assistant to the deputy, and no property.

Thus, politically there remain quite concrete figures: up to 93 plots near Navarro under a “veteran” pretext, a flight on a Falcon by a road contractor, a house of 274,8 sq m and two large plots in Sokilnyky, new objects in Ivano-Frankivsk, and two Audis in the wife. At the same time, Synutka remains a People's Deputy and the head of the Lviv organization of European Solidarity.
