Yurii Atamaniuk: how a former Yanukovych tax officer built his own business empire

Yurii Atamaniuk, the former head of the tax police during Viktor Yanukovych’s presidency, after ending his public service career focused on business in real estate and construction. An analysis of open-source data presented in the investigation reveals a network of companies and assets registered to Atamaniuk himself, his wife Olena, his father Anatolii, and persons connected to them.

As the media report, Atamaniuk began service in the militia in 1996 after graduating from Vinnytsia Pedagogical University. In 2000–2001 he was deputy head of the State Tax Administration in Rivne region, and later worked in Kyiv’s tax police units and in the central office. Until 2015 he held the position of first deputy chief of the Main Directorate of the Tax Police of the State Tax Service of Ukraine. After leaving the tax service, Atamaniuk headed leadership structures of the All-Ukrainian Taxpayers Association, and in 2019 he ran for the Verkhovna Rada on the All-Ukrainian Union “Fatherland” party list. He was also included in the list of persons subject to lustration: according to YouControl, after the law on cleansing power came into force he was banned from holding public office for ten years. One of the key companies in the business networks is Transit-23 LLC, registered in Kyiv in September 2023. Atamaniuk owns 100% of it, and the director is Tetiana Boiarska. She also heads Anrirent LLC, established in 2025. The two companies share a contact phone number, and 18 real estate objects in Kyiv are registered to Anrirent. Such a coincidence alone does not prove joint control, but it records a corporate overlap. Transit-23 also owns nonresidential premises totaling 1347,2 sq. m on General Shapoval Street in Kyiv. The property is leased by the ATB retail chain. Another company — Kozak KVF LLC — belongs to Yurii Atamaniuk, and since October 2023 its director has been his father Anatolii. Kozak was involved in a commercial dispute with Kyiv city authorities over a developer contribution for construction of a complex in the Darnytskyi district. On 28 May 2026 the Commercial Court of Kyiv ordered the company to pay 584,1 thousand UAH of the principal contribution, more than 157 thousand UAH of inflation losses, more than 52,5 thousand UAH of three percent annual interest and 9,5 thousand UAH of court fees. The company appealed the decision. Another structure is LEND-CAPITAL LLC, 100% owned by Atamaniuk. The company’s director is Ihor Boiarskyi. LEND-CAPITAL’s contact number matches the number of GURT-A sole proprietorship, associated with the Yelisieiev family. In addition, Kozak mortgaged a nonresidential premises of 1703,6 sq. m to LEND-CAPITAL. A separate strand consists of Olena Atamaniuk’s companies. She fully owns Prysadibne LLC, to which four real estate objects in Kyiv are registered. In 2018 Prysadibne was involved in a criminal proceeding regarding unlawful appropriation of enterprise property, and two of its properties were subject to seizure. Olena Atamaniuk is also owner or co-owner of several companies, including Reality System, Perspektyva-Reality, Perspektyva Property, Loren Bud, and ATL Development. Through Publishing House “A Beby” LLC another link to Tetiana Boiarska is traceable: Olena Atamaniuk owns half of the company, the other half belongs to Boiarska. Three real estate objects in Kyiv are registered to “A Beby.” Anatolii Atamaniuk controls his own companies, including Narodnyi Univermag, River House, Arsenalna Group, and Pozniaky Group. The latter has six properties in Kyiv, one in Ivano-Frankivsk region, and a land parcel. Through the ZNV KIF “ZURI” fund, Anatolii Atamaniuk is also present in the ownership structure of ANT Invest LLC, to which 12 real estate objects in Kyiv and a land parcel are registered. Among other participants in ANT Invest is the Cypriot Pralior Holdings Limited, whose beneficiary is Ruslan Vorniku. The family’s personal assets also include a substantial amount of real estate. Yurii Atamaniuk owns land and a house in Romankiv, a parcel in Kyiv jointly with his wife and father, property in Vinnytsia, an apartment of 104 sq. m and nonresidential premises of 72,2 sq. m in the capital. In 2026 he was registered as the owner of a Toyota Land Cruiser of the 2025 model year. Two apartments on Taras Shevchenko Boulevard with a total area of 379,1 sq. m are registered to Olena Atamaniuk. Both were acquired by gift agreements in September 2022. She also owns a house with a land plot in Kryukivshchyna, two garages and other properties. On 2 January 2026 she was registered as the owner of a Mercedes-Benz Maybach GLS 600 2022 model year. The piece also includes information about a possible transfer by Atamaniuk of a significant amount of cash to Poland. According to data that media link to a NABU letter to the State Customs Service in November 2023, Polish customs allegedly recorded him importing nearly $3 million. This information comes from reports in other outlets and requires confirmation by competent authorities.

Taken together, open registers show the distribution of real estate and corporate rights across several generations of the family and companies with mixed ownership structures. At the same time, matching contacts, joint management, or owner overlap by themselves are not evidence of unlawful control or of the origin of assets.
