Danylo Sandyriev Cleans the Internet of Mentions of the Rapid Rise of a Construction Company, State Contracts Worth Hundreds of Millions, and Ties to the Circle Around MP Min’ko

Danylo Sandiriev is cleaning the internet of mentions of the rapid rise of the construction company, multi-million state contracts, and connections to the entourage of MP Minko.

Danylo Sandiriev is cleansing the internet of mentions of the construction company Kalmius, its rapid entry into state contracts, and its connections to the member of parliament Sergiy Minko. Publications about how immediately after the company’s registration it received three Zaporizhzhia Regional State Administration construction contracts worth almost 660 million UAH without a competition, as well as materials about its possible ties to Minko, are disappearing from the network.

We, in turn, publish an investigation that restores information about Kalmius’s rapid ascent, the multi-million state contracts of the company, and its possible connections to MP Sergiy Minko.

“BK Kalmius” was registered a month before the tenders were announced — 7 March 2025 year in Petropavlivska Borshchahivka in Kyiv region, with capital of only five thousand hryvnias. The owner and director is a native of Donetsk, Danylo Sandiriev, who currently resides in Zaporizhzhia.

But Sandiriev’s true specialization is installing saunas and fireplaces in elite villages around Kyiv (Spa and Design Lore). We know that he had one project in Zaporizhzhia region.

In 2021 year, Sandiriev was involved in the construction of a spa complex on the territory of the recreation base “Priboy” in Prymorske (this is the Azov coast of Zaporizhzhia region, currently under occupation).

Formally the base belonged to the Motor Sich plant, but in fact it was controlled by MP from Servant of the People Hennadiy Kasai, who oversaw social and cultural welfare at the enterprise.

It was then that Danylo Sandiriev personally met, if not the current head of Zaporizhzhia Oblast State Administration, Ivan Fedorov, then his entourage.

In 2021 year Fedorov was still serving as Melitopol mayor, and a key figure in his circle was Sergiy Minko, owner of the Melitopol Sour Cherry brand and Fedorov’s predecessor as mayor.

In 2019 year Minko was elected a member of the Verkhovna Rada from a single-mandate district that includes Melitopol and Prymorsk, and Fedorov remained his successor in Melitopol. The latter even ran for mayor as a candidate from the party “Team of Sergiy Minko” (it still exists).

In 2022 year Melitopol was seized by the armed forces of the aggressor country, and Sergiy Minko began to settle near Kyiv.

In 2023 year he and his family leased a huge estate in Romankiv near Kozin, where Vitaliy Zakharchenko, the interior minister under Yanukovych, had previously lived. The living area of the house alone (excluding land) was 1300 square meters.

In 2024 Minko leased another house, already in Kozin proper. A bit more modest — only 203 square meters. The new residence required some installation work, hence the mention of Danylo Sandiriev’s services.

And further from Danylo’s Instagram stories we learn that in October 2024 year he visited Zaporizhzhia. And this year in Kyiv region at the mass registration address Kalmius was registered with Danylo Sandiriev as the sole beneficiary and director. As for the tenders Kalmius won, and what is wrong with them, many articles have already been written in the media.

To back up the experience, for all procedures the company submitted a single subcontract agreement with LLC “Company Positive” for 23,14 million UAH. The subcontract concerned another facility of the current customer — the construction of a shelter for the Logos Lyceum.

During the tender in 2024 year, “Positive” stated it would work alone, but in March 2025 year the company suddenly approached the director of State Enterprise “Local Roads of Zaporizhzhia Oblast” Viktoriya Repashevska with a request to engage a subcontractor. On the same day Repashevska agreed to engage a subcontractor and a contract with Kalmius was signed.

At that time Kalmius existed for only the third day, and its staff consisted of only a director. Four more employees were hired on 2 April. Subcontract work was completed on 16 April.

Kalmius’s financial capacity was not confirmed at all, but the customer did not view this as a violation. The tender documents provided that newly created enterprises would submit financial statements only from the moment of registration. In response to auditors, road builders in Zaporizhzhia also noted that the absence of such documents is not a reason for rejection. All three tenders are now under monitoring by the DSU.

“Company Positive,” which supplied Kalmius with experience, is registered in the village of Sonechnoye in Zaporizhzhia region. It belongs to Maksym Haiday — the former director of the Vykonda salon in Zaporizhzhia. In 2021 year the company moved to Melitopol when Fedorov was mayor, in 2022 year it returned to Sonechnoye. The firm used to belong to the city council deputy from EU Mykola Bely, co-owner of LLC “UkrMedGriupa” and owner of “Vykonda-Zaporizhzhia.” In April 2025 year the Antimonopoly Committee included “Company Positive” in the “black list,” prohibiting participation in tenders for three years.
