BMW X4 received from his father, and millions of hryvnias in cash: what Andriy Neugodnikov, Sergey Kropyva’s successor at the Odesa Regional Military Administration, hides in his declaration

The successor of the main defendant in the Kardagen case, Sergii Kropiva, in the Odessa regional state administration Andriy Neuhodnikov drives an SUV, and his wife received a BMW X4 from her father for free use last year.

Neuhodnikov holds the position of deputy head (chief) of the Odessa Regional State Administration for digital development, digital transformations, and digitalization (CDTO). A person who held this same post at the Office of the Prosecutor General was Sergii Kropiva—the main figure in the NABU case “Carthage.”

In 2011 year Neuhodnikov bought a new Toyota Highlander and currently drives it. His wife, in 2025 year, received BMW X4 for free use, 2014 year.

Last year his wife earned 142 thousand hryvnias in salary at the Odessa Law Academy. Another 580 thousand hryvnias of income she received from entrepreneurship. Neuhodnikov last year received 295 thousand hryvnias in salary at the Odessa District State Administration, and nearly 1 million hryvnias in the Kyiv Oblast Center for Emergency Medical Assistance and Disaster Medicine of the Odessa Regional Council.

Also last year his wife received a non-monetary gift totaling 400 thousand hryvnias. Neuhodnikov and his wife keep at home 645 thousand hryvnias, 10 thousand dollars, and 10 thousand euros in cash.
