Bohdan Zamula: an apartment for a police officer for 15 UAH and tens of thousands of dollars

The first deputy chief of the Svyatoshyn Police Department in Kyiv — head of the investigative department Bohdan Zamula, in his declaration for 2025 year, indicated a apartment with an area of 78,9 square meters, acquired in 11 July 2024 year for 15 hryvnias, as well as other property worth millions of hryvnias and $63 thousand dollars in cash for himself and his wife. The data in the declarations attracted attention after media publications about possible abuses by the official.

As the media report, the apartment with an area of 78,9 square meters is registered four ways for Zamula himself, his wife Liliya, and two daughters. The next day, 12 July 2024 year, in the declaration four more objects appeared: an apartment with an area of 63,1 square meters valued at 2 800 743 hryvnias, a non-residential premises with an area of 2,9 square meters for 142 941 hryvnias, and two land plots with areas 26 776 and 4284 square meters. Co-owner of the land is also noted Olena Dovzhenko. In May 2025 year, the officer’s wife declared another apartment with an area of 39,9 square meters valued at 1 683 625 hryvnias. This asset, according to the provided data, was not mentioned in prior publications about the family's property. Separate attention is drawn to the Volkswagen Tiguan car. The car is registered to Sofia Dovzhenko, while Zamula and his wife indicated for it “other right to use.” The surname Dovzhenko also appears among the co-owners of the apartment, which has been owned since 1996 year. Taken alone, such a coincidence does not confirm a familial or other link, but its origin requires clarification. In the declaration for 2025 year Zamula indicated 693 967 hryvnias of monetary allowance, and his wife, who works for the National Police, — 634 277 hryvnias of salary. Cash on hand of the couple amounts to $32 thousand for Zamula and $31 thousand for his wife. Thus, together they declared $63 thousand in cash.

The property data drew attention amid publications by several media outlets that previously alleged Zamula’s possible involvement in illegal seizure of apartments, fabrication of criminal cases, illegal circulation of evidentiary items, and organizing schemes with conscripts. Some of these assertions were based on authors’ suppositions and are not corroborated by court decisions or official findings of law enforcement. In one material, there was talk of the possible sale of seized equipment and other evidentiary items through the police logistics unit. Other publications linked Zamula to allegedly illegal registration of “white tickets” and forced delivery of men to the territorial recruitment center. At the same time, the correlation of asset value with legal income, the sources for acquiring the 15 hryvnia apartment, and the grounds for using a car registered to a third party may be subject to review by the National Agency on Civil Service (NASC) and other competent bodies.
