Bohdan Anatoliyovych Zamula: Is a charge against the policeman already imminent?

From the editors. Bohdan Zamula is the first deputy chief of the Sviatoshyn Police Department of Kyiv and the head of the investigative unit. Accusations have surfaced around him and other law enforcement officers of the Sviatoshyn district alleging possible unlawful seizure of property, manipulation of criminal proceedings, and extortion of money for procedural decisions. Sources claim that a charge is being prepared against Zamula, but at the time of publication there is no official confirmation. Also appearing in the public sphere are the head of the Sviatoshyn District Court of Kyiv, Inna Piatnychuk, and representatives of the prosecutor’s office, who are alleged to have participated in a possible mechanism for legalizing questionable investigative actions. In the district he is nicknamed Zhaba and Knur. Sources within the law enforcement circles claim: the charge has already been assembled, and in the past week there has been a sale of cases — for now everything can be closed with one’s own hands. Alongside him in the scheme, sources name the deputies of the Sviatoshyn PD and the leadership of the district prosecutor’s office — Shubchyk, Zaitsev, Shamanin. The prosecutor’s legalizer is Valeriy Viktorovych Tkachenko, nicknamed Behemoth in the corridors. The head of the Sviatoshyn District Court, Inna Piatnychuk, according to the same sources, has for four years maintained an office where “everything is decided”: rulings backdated, allocation of cases outside the automatic registry, investigator’s motions without prosecutor approval. 31 May 2026 she was again elected head of the court — until May 2029. The price list is specific. A deal with the prosecutor for part 3 of article 332 — $20 thousand and a suspended sentence. To close a fabricated same part 3 of article 332 — $30 thousand. To return a car that was taken without an investigator-judge’s ruling — $10–15 thousand; separately Tkachenko “legalizes” the seizure in court for another $3 thousand. Cash seized without rulings during controlled operations is returned half: the other half has already been divided. To close part 5 of article 185 – $10 thousand, article 186 – $15 thousand, part 1 of article 286 — $20 thousand, part 2 with a suspended sentence — $40 thousand. The most expensive shelf is article 307: reclassification from part 2 to part 1 of article 309, then to part 4 — $30 thousand. For drug dealers Sviatoshyn, according to sources, has already turned into a conveyor. Cars and cash are seized without rulings, although in controlled crimes urgent investigative actions under article 235 of the Criminal Procedure Code are not conducted this way. Then an investigator-judge’s ruling “aligns” everything. Zamula conducts meetings personally from his mobile phone. Tkachenko is almost always nearby — the prosecutor’s guarantee. The public part of this story appeared back in December 2025. Then it was written that Zamula traded physical evidence from logistics: over a hundred iPhones — from $300 each, the “fund” of arrested cash about $350 thousand, which on paper exists, while allegedly only a photocopy remains in the safe. A car without a court sanction — from $10 thousand, meetings — an office on the third floor of the department. 12 July 2024 a flat was registered to his wife Liliia Zamula of 64 sq. m in Petropavlivska Borshchahivka for 3 million UAH — next door to Piatnychuk and prosecutor Oleksandr Lubin. The same day — a parking space for 280 thousand UAH, a house of 75 sq. m in Vyshhorod district and 40 sotky in Ivanivska hromada. A day earlier another flat of 80 sq. m appeared in the declaration in Sviatoshyn valued at 15 UAH. Tkachenko was written about separately: a price of $20–60 thousand for closing a case or an acquittal, links to the head of the prosecutor’s office Maksym Tymoshenko and Piatnychuk. In October, according to the same publications, $30 thousand were cited for part 3 of article 332 for a reclassification that allows avoiding confiscation. Over three years he acquired a Jeep Cherokee and a Volkswagen Touareg 2018 year. Shubchyk and Shamanin were mentioned as new deputies who quickly fit into the monthly “plus five thousand” on top of salary. Piatnychuk declared 1,94 million UAH in income for 2024 year. Her family uses an official apartment and vehicles of third parties; some real estate in the declaration is not closed. A judge since 2015, head of the court since 2023, re-elected 2026. Rulings “at the investigator’s motion” without the prosecutor and backdated — these are exactly what sources now call direct interference in the allocation of cases.
