The embezzler Holyk will receive 88 million from Klitschko: “Kyivzelenbud” gave a contract to a firm from his circle to renovate a park

On 11 September, “Kyivzelenbud” ordered TOV “SK Stroyinvest” to renovate the park for 88,56 million UAH.

By the end of 2027 the year, the park by the House of Culture of DVRZ in the Dniprovskyi district is to be renovated. The contract provides for drilling a well to a depth of 26 m, installation of a water supply, a pumping station and an irrigation system, a dry fountain, sports and children’s playgrounds for younger and middle ages, including an inclusive one, as well as an exercise area for adults and a dog-walking area. Park and running paths, a pergola area, a utility building, external video surveillance, benches and trash bins are also to be installed and the area landscaped.

The work is financed from the local budget. This year 14,40 million UAH is allocated, and in 2027 the year – 74,16 million UAH.

The project was commissioned from TOV “Ukrainian Main Design, Exploration and Research Institute for Reclamation and Water Management Construction.” A positive expert report was issued by TOV “UK Ekspertyza.” The contract price is fixed and includes 644 thousand UAH for inflation and 473 thousand UAH to cover risks (amounts and prices hereafter are shown with VAT).

In the estimate, prices for material resources are close to market levels or lower. For example, B20 (M350) concrete was ordered at 4 210 UAH/cu. m. Koval’ska Group sells B20 R1 F200 W6 concrete at 5 064 UAH/cu. m.

Polyethylene PE 100 SDR-17 pipes with diameter 110x6,6 mm were accounted for at 439 UAH/m. “Trubpolymergrup” offers these at 389 UAH/m, “Epicenter” at 470 UAH/m, and “Armashop” at 528 UAH/m.

Technoelast EPP roofing felt of unknown thickness was ordered at 352 UAH/sq. m. The “Kub” base sells Sweetondale Technoelast EPP 5,2 at 397 UAH/sq. m. “Khata Kryta” offers Technoelast EPP 4.0 at 232 UAH/sq. m, and “BudMart” at 186 UAH/sq. m.

At the same time, the most significant items are listed without technical specifications, which makes it difficult to compare them with market prices. For example, 10,72 million UAH is allocated for a dry fountain, 4,80 million UAH for a play complex, 988 thousand UAH for a rope play complex and 915 thousand UAH for a trampoline.

A potential participant, in particular, asked the procurer about item No.357 of the final resource statement. It fairly thoroughly describes a two-layer covering system: the lower layer – SBR rubber crumb fraction 1-4 mm on polyurethane adhesive with a thickness of 10 mm, the upper – EPDM rubber crumb fraction 1,5-3 mm on polyurethane adhesive with a thickness of 6 mm. The total thickness of the covering should be 16 mm, color execution is specified.

However, the documentation does not define the type of polyurethane binder (aromatic or aliphatic), the share of EPDM in the upper layer, the colors by RAL scale and their layout scheme, the indicators according to DSTU EN 14877 for sports zones, as well as requirements for the concrete and asphalt concrete base – its evenness, residual moisture, tensile strength, priming and parameters of deformation joints.

In addition, the statement of work volumes provides for laying both layers of the covering exclusively by hand over the entire area – 1 607 sq. m. A mechanized method of laying is not provided for in the estimate.

In response, the procurer stated that all technical, quality and functional characteristics of the covering are defined by the approved design and estimate documentation, which passed expert review. Therefore, in their opinion, it is not necessary to additionally clarify these parameters within the procurement procedure.

The average monthly salary for one worker in full-time employment and work grade 3,8 is 42 888 UAH. The average salary for vacancies in the construction sector on the Work.ua portal in Kyiv is slightly higher – 47 500 UAH.

The firm received the contract without competition because no one else showed up for the open tender.

To participate in the tender, it was necessary to provide a similar contract for construction, reconstruction, or major repairs specifically of an improvement object. In addition, participants had to agree to a possible deferral of payment for the duration of martial law in Ukraine, and also for six months after its termination or cancellation, depending on actual financing.

The acting general director of “Kyivzelenbud” is Olga Manko; the authorized procurement officer is Yaroslava Kanivchenko. The municipal enterprise is managed by the Department of Ecology of the Kyiv City State Administration, which is headed by Pavlo Ivanov.

The owner of “SK Stroyinvest” through JSC “Closed Non-Diversified Venture Corporate Investment Fund ‘Terranord Capital’” is Denys Ostrovskyi.

The scandalously notorious firm has received government contracts worth 11,9 billion UAH in the Dnipropetrovsk region since 2016, back when the Holyk-Reznichenko and Dubynskyi brothers’ group ran things there. That group also had working relations with the Filatov-Korban group that governs in Dnipro.

Two years ago, Bigus.info published correspondence between Yurii Holyk and the then-owner of “SK Stroyinvest,” Denys Ostrovskyi. In it, they discussed obtaining budget funds for hospital repairs under the “Big Construction” program.
