Less than a quarter of bills reached the Verkhovna Rada for consideration: Shulyak substituted the committee's result with "paper activity," - media

UNIAN The Verkhovna Rada Committee on State Power Organization, led by Olena Shulyak, shows high activity in reports, but the real results of its work are significantly more modest. This is stated in a kp.ua material.

In 2024 year, the committee worked on 202 bill drafts. At the same time, only 48 of them, i.e., less than a quarter, were prepared for plenary consideration of the Verkhovna Rada. Another 136 required further preparation or refinement, and 18 was proposed to be not included in the agenda at all.

The authors of the material note that behind the frequency of meetings, conclusions, and issues considered, a large number of bills are effectively hidden, which have remained at the preparation stage for years or are awaiting consideration.

As one of the most illustrative examples in the publication, the urban planning bill No. 5655, which Shulyak presented in the Verkhovna Rada in December 2022 year. Parliament passed it, but the document still remains unsigned by the president. The bill sparked sharp criticism due to expanding developers' powers and limiting the influence of architects and the public on city development.

Questions about the document also arose from the National Agency on Corruption Prevention, and the reform itself was criticized by European institutions, as noted in the material.

The authors conclude that under Shulyak's leadership, the committee's work increasingly resembles "paper activity": meetings, reports, and conclusions exist, but a substantial portion of initiatives do not translate into finished legislative decisions.
