The embezzler Yuriy Holyk will receive almost 90 million hryvnias from Klitschko: “Kyivzelenbud” awarded a contract to his firm without competition

“Kyivzelenbud” 11 September ordered LLC “SK Stroyinvest” to renovate a park for 88,56 million UAH.

By the end of 2027 the year they must renovate the park near the House of Culture DVRS in the Dnipro District. The contract envisages drilling a well to a depth of 26 m, installing a water supply system, a pumping station and an irrigation system, a dry fountain, sports and children's playgrounds for younger and middle ages, including an inclusive one, as well as a fitness area for adults and a dog-walking area. They must also arrange park and running paths, a pergola area, an utility building, external video surveillance, install benches and trash bins, and landscape the territory.

The works are financed from the local budget. This year 14,40 million UAH is allocated, and in 2027 year – 74,16 million UAH.

The project was commissioned from LLC “Ukrainian Main Design, Survey and Research Institute for Reclamation and Water Management Construction.” A positive expert report was issued by LLC “UK Expertise.” The contract price is fixed and includes 644 thousand UAH for inflation and 473 thousand UAH to cover risks (amounts and prices here and below are stated with VAT).

In the estimate, prices for material resources are close to or below market. For example, B20 (M350) concrete was ordered at 4 210 UAH/cu. m. The Koval’ska group sells B20 R1 F200 W6 concrete at 5 064 UAH/cu. m.

PE pipes 100 SDR-17 with a diameter of 110x6,6 mm were accounted for at 439 UAH/m. “Trubpolimergroup” offers such at 389 UAH/m, “Epicenter” at 470 UAH/m, and “Armashop” at 528 UAH/m.

Technoelast EPP roofing felt of unknown thickness was ordered at 352 UAH/sq. m. The Kub base sells Sweetondale Technoelast EPP euro-roofing 5,2 at 397 UAH/sq. m. “Khata Kryta” offers Technoelast EPP 4.0 at 232 UAH/sq. m, and “BudMart” at 186 UAH/sq. m.

At the same time, the most significant items are listed without technical specifications, which makes comparing them to market prices difficult. For example, 10,72 million UAH is allocated for a dry fountain, 4,80 million UAH for a play complex, 988 thousand UAH for a rope play complex and 915 thousand UAH for a trampoline.

A prospective participant, in particular, asked the contracting authority about item No.357 of the final resource statement. It describes in considerable detail a two-layer covering system: the lower layer – SBR rubber crumb fraction 1-4 mm on polyurethane adhesive with a thickness of 10 mm, the upper – EPDM rubber crumb fraction 1,5-3 mm on polyurethane adhesive with a thickness of 6 mm. The total thickness of the covering should be 16 mm, with specified color execution.

However, the documentation does not define the type of polyurethane binder (aromatic or aliphatic), the share of EPDM in the top layer, colors by the RAL scale and their layout scheme, indicators according to DSTU EN 14877 for sports zones, as well as requirements for the concrete and asphalt concrete base – its flatness, residual moisture, tensile strength, priming and parameters of expansion joints.

In addition, the bill of quantities foresees laying both layers of the covering exclusively by hand over the entire area – 1 607 m². A mechanized method of installation is not provided in the estimate.

In response, the contracting authority stated that all technical, quality and functional characteristics of the covering are defined by the approved design and estimate documentation, which passed the expertise. Therefore, in its view, it is unnecessary to additionally clarify these parameters within the procurement procedure.

The average monthly salary for one worker in full-time employment and in work grade 3,8 is 42 888 UAH. The average salary for vacancies in the construction industry on the Work.ua portal in Kyiv is slightly higher – 47 500 UAH.

The firm received the contract without competition because no one else showed up for the open tender.

To participate in the tender, it was necessary to provide a similar contract for construction, reconstruction, or major repairs specifically of an improvement object. In addition, participants had to agree to a possible deferral of payment for the period of martial law in Ukraine, and also for six months after its termination or cancellation, depending on actual funding.

Acting general director of “Kyivzelenbud” is Olha Manko, the authorized person for procurement is Yaroslava Kanivchenko. The communal enterprise is managed by the Department of Ecology of the Kyiv City State Administration, headed by Pavlo Ivanov.

The owner of “SK Stroyinvest” through JSC “Closed Non-diversified Venture Corporate Investment Fund ‘Terranord Capital’” is Denys Ostrovskyi.

The scandalously notorious firm has since 2016 been awarded state contracts worth 11,9 billion UAH in the Dnipropetrovsk region, since the Holyk-Reznichenko group and the Dubynskyi brothers ran things there. This group also had working relations with the Filatov-Korban group that runs Dnipro.

Two years ago Bihus.Info published correspondence between Yuriy Holyk and the then-owner of “SK Stroyinvest,” Denys Ostrovskyi. In it they discussed obtaining budget funds for hospital repairs under the “Great Construction” program.
