Kuleba Promised an “Amnesty” for Men Who Illegally Left Ukraine During the War

Former Ukrainian Foreign Minister Dmytro Kuleba expressed an assumption regarding a possible amnesty for men who left Ukraine illegally. According to him, after the war ends they may be offered to return without punishment.

Dmytro Kuleba suggested that after the war ends there could be an amnesty declared for men who illegally left the country.

According to him, such citizens may be offered to return to Ukraine without punishment for unlawful departure.

“There will be amnesty. Everyone will be told: come back, I will forgive everything,” Kuleba said.

At the same time, the former minister did not specify exactly what the mechanism of such amnesty could be or whether it would be provided for by Ukrainian law.

Thus, at present this is specifically Dmitro Kuleba’s personal assumption, not a state decision on amnesty.

As a reminder, earlier former head of the Ukrainian Foreign Ministry Dmytro Kuleba stated that discussions about a mass influx of migrant workers into Ukraine do not reflect reality. In his view, the topic is actively circulating in the information space due to clickbait and Russian information campaigns.

He believes that the topic of migrants is actively used to create social tension. In his view, some of these messages are spread by media for views, and some by Russian information-psychological operations.
