Disbursement 19 400 hryvnias for the winter: what needs to be done to receive funds

The government is preparing a large-scale financial aid program for those who will face the heating season in frontline regions. However, this year you cannot apply for the payout online.

Who the new payments are for

This concerns the government program "Winter Support," under which residents of frontline territories will receive 19 400 per household, as discussed in an interview with Minister of Social Policy Denys Ulutin.

Online application this year will not be possible, because such an option is simply not provided by the rules.

The application must be submitted in person:

through a CSC (Centre for Administrative Services);

the local government authority;

the Pension Fund office, etc.

It must be done by 30 October. The funds will be credited to a bank account or given in cash through the nearest Ukrposhta branch.

The application still needs to be submitted in person. On our side we are creating channels for how exactly this can be done. For example, if it is Kherson, where we were recently, we accept applications in the shelters of apartment buildings. If other formats are involved — social service or the local government authority will also inform how to submit the application.

It is emphasized that submitting the application in person helps identify the person. In addition, the person themselves determines the channel through which the payout will be made.

Again, in the 0-20 kilometer zones, the funds are a bank account or Ukrposhta, in the 20-50 kilometer zones where our international partners operate, it is a bank account or Western Union as their payment partner. These are the two main channels,

Recall that 11 categories of vulnerability may apply for the payout. Households whose members reside on the date of application in communities of Donetsk, Zaporizhzhia, Dnipropetrovsk, Kherson, Kharkiv, Sumy, Mykolaiv, and Chernihiv regions, included in the relevant lists of territories where fighting has taken place or is taking place, excluding the occupied territories.

Moreover, this year the monetary assistance is not tied to specific goods. Each household can independently decide how to prepare for the heating season.
