Payment of 19 400 hryvnias for the winter: what you need to do to receive the funds

The state is preparing large-scale financial assistance for those who will face the heating season in frontline regions. However, this year the payment cannot be applied for online.

Who the new payments are intended for

This concerns the government program "Winter Support," under which residents of frontline territories will receive 19 400 hryvnias per household, as stated in an interview with Minister of Social Policy Denys Ulyutin.

Applying for assistance online will not be possible this year, because that option is simply not provided for by the rules.

The application must be submitted in person:

through a CNAP (center for administrative services);

a local self-government body;

a branch of the Pension Fund, etc.

This must be done by 30 October. The money will be sent to a bank account or in cash through the nearest Ukrposhta branch.

The application still needs to be submitted personally. On our part we are creating the channels for how exactly this can be done. If it is, for example, Kherson, where we were recently, then in the shelters of apartment buildings we ourselves accept applications. If it is other formats — the social service or the local self-government body similarly notifies people how to submit an application.

It is emphasized that submitting the application in person helps identify the person. In addition, the person themselves chooses the channel by which the payment will be made.

Again, in the zone of 0-20 kilometers it is a bank account or Ukrposhta; in the zone of 20-50 kilometers, where our international partners operate, it is a bank account or Western Union as their payment partner. These are the two main channels,

Recall that 11 categories of vulnerability can apply for the payment. Money can be received by households whose members, as of the date of application, reside in communities of Donetsk, Zaporizhzhia, Dnipropetrovsk, Kherson, Kharkiv, Sumy, Mykolaiv, and Chernihiv regions, included in the respective lists of territories where hostilities are taking place or have taken place, excluding temporarily occupied territories.

Moreover, this year the cash assistance is not tied to specific goods. Each household can independently decide how to prepare for the heating season.
