Oleksandr Krasnolutskyi, Deputy Minister of Economy and Environment, stressed that the absence of a special law and the existence of legal inconsistencies create difficulties for both enterprises and state bodies.

According to Alona Shulima, head of the expert group of the NGO Pragma, Directive 2006/21/the EU regulates the handling of waste generated during exploration, extraction, processing, and storage of mineral resources.
According to her, current Ukrainian legislation does not take into account all features of the mining sector. Therefore, special regulation is planned to be introduced.
The basis for preparing the new edition will be bill No. 12180. It is planned to refine it taking into account comments and proposals previously provided by state bodies and business representatives.
Oleksandr Ilkov, General Director of the Government Office for Coordination of European and Euro-Atlantic Integration, noted that enactment of the law is part of Ukraine's obligations within the negotiating chapter 27 on the environment and climate change.
Interested parties who have not yet submitted proposals to the document can submit them to the Ministry of Economy and Environment by 26 September 2026 of the year.
After that, additional meetings with state bodies and business associations that have already provided their comments on Bill No. 12180 are planned.
Following consultations, the prepared draft will be put up for broad discussion with interested parties or the public discussion of the Ministry of Economy and Environment.
Plans are to submit the bill to the Verkhovna Rada by the end of December 2026.
