Apartment for $350 thousand, a Porsche, and 18 thousand hectares: how Vitaliy Kim's family and partners accrued multimillion-dollar assets

The family of the new head of the Ministry of Veterans Affairs, Vitaliy Kim, may be using a whole range of assets that are absent in declarations. Specifically, this includes a new apartment and a parking space in the expensive residential complex “Novopecherski Lipki,” a Porsche, and 18 thousand hectares of hunting grounds in Cherkasy region.

Vitaliy Kim entered politics from business, notably from development. In 2019 year he worked in the election headquarters of Servant of the People in Mykolaiv region, and in November 2020-th he headed the Mykolaiv Oblast State Administration. He gained popularity at the beginning of the full-scale invasion thanks to protecting Mykolaiv and daily appeals that began with the famous phrase “Good evening, we are from Ukraine.” This July Kim became minister of veterans' affairs. Journalists thus decided to check the lifestyle of the new member of the government.

Interestingly, the most expensive assets found by journalists are not in the politician’s declaration. For example, back in summer 2025 year, Vitaliy Kim’s wife’s company “Media Group” bought a large apartment of over one hundred square meters in the Novopecherski Lipki housing complex in Kyiv. At the same time, the firm bought a parking space there. According to journalists’ calculations, an apartment without repairs and a parking space at that time could cost about 350 thousand dollars. However, according to the YouControl analytical system, the company’s public financial reporting was zero for years or completely absent.

Journalists found out that Kim and his family members could have used housing in the mentioned residential complex. At the end of August, in the parking lot of Novopecherski Lipki, Bihus.Info spotted a Volkswagen Touareg with disguise plates, similar to the one rented by the minister. A few days later, the same car left the complex, and in the passenger seat sat a man who resembled the head of the Ministry of Veterans Affairs.

Along with this, on the parking space belonging to Yulia Kim’s firm in Novopecherski Lipki, journalists also noticed a Porsche Macan, which the woman had been fined for in 2024 year. The car is absent in Kim’s declarations and is registered to construction company “S-Develop” of Roman Serbenov. Earlier journalists already reported how this developer left construction projects in Mykolaiv and Zaporizhzhia and moved to Poland. According to Kim, Serbenov worked as director in his construction companies in Ukraine. They also jointly headed the Mykolaiv basketball club.

In a comment to Bihus.Info Kim stated that he does not use either the apartment or the parking space in Novopecherski Lipki. He said that the apartment is registered to his wife’s company. The firm allegedly took it on credit. When journalists asked about the company’s “zero” financial reporting and its ability to repay the credit, Kim replied that “the financial reporting exists for Yulia’s individual entrepreneur, and the money was also in the declaration.”

Moreover, according to journalists, in Kim’s declaration for 2025 year, savings did not decrease; on the contrary, they increased by about 6,5 million hryvnias compared with 2024. At the same time, the official annual income of the official’s family for 2025 year was almost 7 million hryvnias before taxes, meaning they managed to save almost the entire annual family income. The purchase of housing does not appear in the declaration.

Regarding the car, the official states that his wife rented the car for less than 180 days, so the vehicle should not have appeared in the declaration upon leaving the regional administration. He also added that the rental was not a permanent use, but “periodic.” At the same time, Serbenov itself told journalists that his firm bought Porsche back in 2022 year and leased it to Kim’s wife.

“180 days ago,” Vitaliy Kim explained the appearance near Novopecherski Lipki of another car—the second VW Touareg, owned by Kim’s former wife Olga. Previously Kim rented this car from a Mykolaiv firm, and then it passed to the former wife’s ownership. In recent months the Touareg accrued fines and appeared near the capital’s Lipki residential complex. This could further support the claim that the Kims resided in Lipki at least at the time the car was observed. However, the official says his ex-wife is outside Ukraine, and he does not use the car.

A curious situation also developed with another asset. It concerns the Kaniv Left-Bank Hunting Farm in Cherkasy region, which is used by 18 thousand hectares of hunting grounds. Last summer two new owners appeared in the company, who journalists believe may be formal. The reason is that Vitaliy Kim has repeatedly stated in interviews that hunting is his hobby. In the summer 2025-th, the Kaniv Left-Bank Hunting Farm changed owners. In particular, a stake here was acquired by Oleksandr Stepanov—a longtime business partner of Kim, who for years appeared in joint firms with both the former and current wives of the new minister. Stepanov told journalists that he does not like hunting, “never really been to this hunting base,” and does not know his new business partner Andriy Galkin. A person with the same full name was an assistant to MP Roman Ivani­sov.

Meanwhile, Kim told Bihus.Info that he met Roman Ivani­sov back in 2020 year—and that meeting happened while hunting. Also, according to the official, he visited the mentioned hunting base on hunting several times—supposedly “at friends’ invitation.” At the same time Stepanov added that Kim may not inform him about his visits to the base, because he could come with people “you would not want to publicize.” Journalists report that Kim could be accompanied here by Dovid Arakhamia, leader of Servants in Parliament. At the same time, the situation around the hunting farm suggests Stepanov and Galkin may be only formal owners of the asset purchased for third parties' interests.
