A deputy from Luhansk region is accused of illegal enrichment of more than 10 million UAH and squandering 4,2 million UAH of the hospital’s funds

Prosecutors of the Luhansk Regional Prosecutor’s Office have sent an indictment to court against a deputy of the Sievierodonetsk District Council, who for a long time headed the city multiprofile hospital. He is charged with illegal enrichment and embezzlement of property by abusing his official position.

According to the investigation, during the years 2020–2024 the accused, while holding office and performing functions of local self-government, acquired assets whose origins law enforcement considers unjustified.

During a sanctioned search, law enforcement seized 254 170 dollars, 16 910 euros, 20 pounds sterling, and 306 thousand hryvnias. The total value of the funds was estimated at over 10,6 million UAH. According to the investigation, this amount exceeded the accused’s lawful income by more than 6 million UAH.

Another episode concerns the deputy’s work as head of the city multiprofile hospital.

The investigation alleges that in 2022 the medical facility purchased a set of equipment for laparoscopic surgeries at a price that significantly exceeded the market rate. The procurement was carried out during the period of martial law.

According to the case materials and the expert conclusion, the difference between the paid price and the market value of the equipment amounted to 4 208 663 hryvnias. This is the sum the investigation considers damages inflicted on the territorial community.

Earlier court documents stated that the expected cost of the procurement exceeded 7,5 million UAH. Law enforcement examined the justification for the price and the documents on the basis of which the contract for supplying the medical equipment was concluded.

The accused has since been dismissed from his position as head of the medical institution.

At the same time, sending an indictment to court does not mean guilt has been proven. Under the Constitution of Ukraine, a person is presumed innocent until their guilt is established by a guilty verdict of a court.
