Payments to people with disabilities from 2027 year: who will be able to receive up to 16 thousand hryvnias

Since the beginning of 2027 year, Ukraine plans to implement a new approach to state support for children with disabilities and people with lifelong disabilities. Depending on the category and the right to a care allowance, the amount of the monthly aid will be from 3 000 to 16 000 hryvnias.

From 1 January 2027 year, the state aid system for certain categories of people with disabilities will change. It is expected that payments will consist of a base allowance and a separate care allowance, if a person has the right to it.

The planned changes were announced by Halyna Tretiakova, the head of the Verkhovna Rada Committee on Social Policy and Protection of Veterans’ Rights.

Aid for children with disabilities

For children with disabilities, a base monthly payment will be established in the amount of 8 000 hryvnias.

If it is confirmed that the child requires care, the amount of the base aid will be 12 000 hryvnias. For children with disabilities of subgroup A, a payment of 16 000 hryvnias per month is provided.

Separate rules will apply to cases where the disability resulted from an injury or other health damage caused by explosive items. In such a situation, the base amount of aid will be increased additionally by 50%.

How much people with lifelong disabilities will receive

For people with lifelong disabilities, the amount of base aid will depend on the established group.

People with Group I disability will be able to receive from 8 000 hryvnias per month, Group II — from 4 000 hryvnias, and Group III — from 3 000 hryvnias.

For people with Group I disability who are entitled to a care allowance, the total payment will be:

for subgroup A — from 16 000 hryvnias;

for subgroup B — from 12 000 hryvnias.

Additional support is also provided for single people with disabilities of Group II and Group III who, according to an assessment, require constant care.

In this case, the total amount of aid will be:

for Group II — from 7 000 hryvnias;

for Group III — from 6 000 hryvnias.

Will it be necessary to submit documents again

If the care allowance has already been awarded to a person, its recalculation will be automatic. That is, there is no need to submit a new application solely due to a change in the amount of the payment.

The new rules are to take effect from 1 January 2027 year. At the same time, the baseline value, from which the sizes of state aid will further depend, will be determined annually when the Law on the State Budget of Ukraine is adopted.

The amount of aid can automatically change due to a significant drop or rise in family income, and the calculation of payments is also affected by the increased subsistence minimum in 2026 year.
