Member of Parliament Kostyuk showed off his bare torso from Bukovel, where he went on an official business trip

Member of Parliament Dmytro Kostyuk posted a series of photos from Bukovel on Instagram, where he poses shirtless by a pool against the backdrop of the Carpathian Mountains. The post appeared amid a scandal surrounding the Cabinet’s trip to Bukovel, which 18 September disrupted the “Hour of Questions” to the government in the Verkhovna Rada. Kostyuk captioned one of the collages with a phrase about the “behind the scenes of the Carpathian summit,” hinting at an official event rather than a private vacation. The member of parliament was elected from electoral district No. 65 in the Zhytomyr region.

The international summit “Carpathian C8” took place in Bukovel on 18–19 September. According to the organizers, the event gathered more than 500 participants from the eight countries of the Carpathian region — Ukraine, Poland, Romania, Serbia, Slovakia, the Czech Republic, Austria, and Hungary. In his Instagram profile, Kostyuk also notes that he is the president of the football and basketball clubs “Zvyagel,” as well as of the corresponding federation.

Separately, unconfirmed reports circulated on social networks during the “Carpathian C8” that some members of parliament allegedly stayed at the premium Glacier Premium Apartments complex. At the same time, there is no confirmed information that Dmytro Kostyuk stayed at that complex. Glacier Premium Apartments was previously the subject of a journalistic investigation — reporters said that among the complex’s investors they found relatives of three prosecutors, as well as people connected to a number of officials. The complex officially opened on 1 January 2026, and at the start of sales the price per square meter began at 4 thousand dollars.

The government officials’ trip to Bukovel outraged the Rada and paralyzed the roads

While the MP was posting vacation photos, outrage in the Verkhovna Rada over the government’s trip to Bukovel had still not subsided. Because part of the Cabinet traveled to the Carpathian summit, the “Hour of Questions” to the government was disrupted, and deputies were only informed of its cancellation that same morning. At the same time, large traffic jams formed on the roads of Prykarpattia due to event preparations, and traffic between Zakarpattia and Ivano-Frankivsk regions was partially closed.

For several days the situation became one of the main reasons for criticism of the government’s and the parliament’s work. Now another episode has been added — the public display of one deputy’s vacation against the backdrop of the same summit that caused so many inconveniences for ordinary people and the political process.

Earlier Informator reported that the Cabinet’s trip to Bukovel angered deputies. Servant of the People MP Yaroslav Zhelezniak called the event’s organization a disrespect to the parliament, and European Solidarity MP Iryna Herashchenko said she could not recall a similar situation in all her time working in the Rada.
