88 millions without competitors: how Yuri Holyk-connected company BC Budinvest receives budget funds for park reconstruction in Kyiv

On the eve of winter shelling, Kyivgreenup signed a contract for 88,56 million UAH for the repair of the park near the House of Culture of DVRS. The tender essentially took place without competition, and the subcontract for the large-scale works went to a company whose name has already appeared in stories around Yuri Holyk.

According to the presented investigation, the single participant in the procurement was BC Budinvest.

The works are planned to be completed by the end of 2027 year. For 88,56 million UAH, the park will have a dry fountain costing 10,72 million UAH, children’s and sports grounds, running tracks, irrigation system, a borehole, video surveillance, and landscaping.

And here begins the most interesting part.

BC Budinvest is a name well known to those who follow the stories around Yuri Holyk. Since 2016 year, the company has received government orders totaling about 11,9 billion UAH. A significant portion of these contracts fell to the Dnipropetrovsk region.

Earlier, Bihus.Info published correspondence of a person whom journalists identified as Yuri Holyk, with Denys Ostrovskiy, associated with BC Budinvest. The correspondence discussed budget funding, subventions, and hospital repairs. Some of the messages, according to whistleblowers, correlated with subsequent allocation of funds and tendering.

Holyk himself stated that he did not remember such correspondence and suggested that he might have only given advice.

Now, BC Budinvest, without competition, receives a contract for 88,56 million UAH in Kyiv — this time for the repair of the park near the House of Culture of DVRS.

Formally, it looks like an ordinary procurement. But when almost 89 million UAH go to a single participant, and a company already carries a multi-billion state contract trail and mentions in investigations about ties to Holyk, questions about such a story become more and more numerous.
